J ob position - Proposal writer/ManagerFull timeReston VAResponsibilities:Validates and tests the business solution proposed.Reconciles the customer requirements against proposed staffing levels and solutions, and identifies areas of the response where there may be gaps.Manages final proposal responses and Q&A responses for bid sections or full bids.Creates one-voice response, both written and content for simple to moderate bids.Provides input, research, analysis, and recommendations as part of the development of strategic plans for proposal.Identifies and monitors changing patterns of competition and recommends content responses.Acquires and maintains data/information on market, industry, economic, consumer and competitive conditions and monitors trends.Outstanding proposal writing skills - able to turn raw information' provided by staff and knowledge experts into superbly-articulated proposal content.Able to chase proposal contributors for content, and press them into action if requiredHighly organized - must know what content needs to be written, when, who it's due in from, etc.Enthusiasm for working in an intensive, deadline-driven and high-profile roleAble to work effectively on multiple, concurrent projectsProposal experience like Developed formal proposals, prepared and participated in complex RFP/RFQ/RFI responses, and coordinated distribution of proposal questions to appropriate company experts.Organized state of mind with ability to document activities, anticipate problems, plan schedules and monitor performance according to priorities and deadlinesBasic Qualifications:Proposal related experience that MUST include in-depth knowledge/experience of Federal Acquisition Process (FAP); or any combination of education and experience, which would provide an equivalent background.Proposal experience required: Developed formal proposals, prepared and participated in complex RFP/RFQ/RFI responses, and coordinated distribution of proposal questions to appropriate company experts.Familiarity with program policies and procedures affiliated with CMS is strongly preferred.
