Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TELECOMMUNICATIONS SPECIALIST (TITLE 32), Position Description Number D0906000 and is part of the IL DCSIM, National Guard. Responsibilities As a "USAJOBS Job Title", "Pay Plan"-"Series"-"Grade Range", you will develop technical specifications and planning for COMSEC, radio systems, and radiofrequencies acquisition programs and projects involving the gathering of materials, coordinating schedules, testing equipment, services, and software for performance acceptability. Related work is connected with the acquisition, operations, technical acceptance, installation, testing, modification, and replacement of COMSEC, radio systems, and radiofrequencies acquisition program. Major Duties - This is NOT an all-inclusive list: Perform property accountability and controlling authority duties for communication security (COMSEC) accounts and subaccounts. Ensure the physical protection and accountability of all communication security (COMSEC) material and equipment. Prepare, assign, implement, and operate a program that includes assignment of secure radio frequencies to subordinate personnel. Maintain and implement emergency operation plans to protect all communication security (COMSEC) material and equipment during floods, fire, tornadoes, etc. Gather materials, coordinate schedules, test equipment, services, and software for performance. Ensure optimum operational performance of Satellite Communications (SATCOM) up/down links and digital to wireless integration of audio/visual transmissions in support of emergency operations. Obtain authorization for radio frequencies from higher headquarters in support of intra and interstate requirements for all activities within designated boundaries to include Federal and state agencies. Assign, distribute, and track all radio frequencies within the organization's designated area. Ensure operational readiness of an organizational radio network to include a Military Affiliated Radio System (MARS). Issue, audit, assess, inspect, and survey all communication security equipment and materials sub accounts. Develop technical specifications and planning for communication security (COMSEC), radio systems, and radio frequencies acquisition programs and projects. Manage all aspects of a secure voice, data, and video network. Possess knowledge of the basic principles of wireless communication (i.e. high and low frequencies radio transmission). Possess knowledge of concepts used to administer communications security (COMSEC) programs. Provide communication security (COMSEC) support to subordinate personnel. *18. Prepare, assign, implement, and operate a program that includes the preparation of Signal Operating Instructions (SOIs). This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Participation in direct deposit is mandatory. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer/Warrant Officer/Enlisted GENERAL EXPERIENCE: MUST possess experience or training that has provided you with basic knowledge of telecommunications functions, problems, and/or solutions. SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience, which includes at least 12-months at the lower-level GS-07, that provides knowledge of communications equipment, systems, services, and transmission media; knowledge of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements; application of specialized communications methods and analytical techniques; technical knowledge of the operational and performance characteristics of communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems; and competencies in the subject matter or business processes associated with U.S. Army telecommunication programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
