The Commonwealth Office of Technology (COT) is seeking a System Architect that will serve in as the Commonwealth’s Geographic Information Officer (GIO) and lead the Division of Geographic Information.

The role of a GIO is vital for ensuring that geospatial information is effectively utilized to support government operations, policy development, and public services. The position often requires a blend of technical expertise, strategic vision, and strong leadership skills.

The position will be situated in the Office of Architecture and Governance (OAG) within the Commonwealth Office of Technology. The GIO will report to the Executive Director of OAG, act as Director of the Division of Geographic Information, and will serve as the principal adviser to the Chief Information Officer regarding implementation of enterprise geographic information systems; management of geospatial data holdings; procurement of statewide basemap data layers; the Geographic Information Advisory Council (GIAC); and associated geospatial policies and procedures.

Duties:

• Plans, coordinates, and supports the implementation of the Commonwealth’s enterprise Geographic Information Systems (GIS) program including spatial analysis, development and planning activities and related coordination with other agencies and departments.

• Performs a variety of professional, administrative, and programmatic work in support of enterprise GIS programs including serving as a liaison to, and coordinating with, state agency staff, and the Commonwealth’s Chief Information Officer.

• Maintain the Commonwealth’s central statewide geographic information clearinghouse.

• Coordinate multiagency geographic information system projects and implementations.

• Maintain geographic information systems standards and policies.

• Provide geospatial data and application services to executive branch agencies.

• Provide expertise and support to the Geographic Information Advisory Council.

• Develop proposed legislation and appropriation requests to fund the acquisition of statewide basemap data layers.

• Identify and pursue funding opportunities, including grants, to support geospatial initiatives.

Knowledge and Experience

• A bachelor's degree or higher in geography, GIS, geospatial sciences, information technology, computer science, or a related field.

• Extensive professional experience in geospatial information management, GIS, or related fields.

• Technical proficiency in geospatial software and tools, such as ArcGIS.

• Strong analytical and problem-solving skills to address complex geospatial challenges.

• Excellent written and verbal communication skills, with the ability to effectively convey complex geospatial concepts to both technical and non-technical stakeholders.

• Ability to facilitate cross-functional collaboration and promote a culture of teamwork and knowledge/data sharing.

• Familiarity with relevant laws, regulations, and standards related to geospatial data.

• Experience in engaging with diverse stakeholders, including state and local government agencies, private sector partners, and community organizations.

Candidates should have a minimum of 20 years of experience in the field of GIS. State Government experience is preferred.
