WORK WEEK SCHEDULE:

Monday-Friday (occasional evenings and weekends). Position is available for a Hybrid Telework workweek.

POSITION PURPOSE:

Oversees personalized and blended learning in Wake County Public School System (WCPSS). Facilitates the creation, development, implementation, and evaluation of digital curriculum. Collaborates with key stakeholders to select and integrate digital resources and instructional practices that increase student engagement, achievement, and success, including guidance on district learning management systems.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs):

Extensive knowledge of state and national standards for curriculum including instructional technology.

Extensive knowledge of research-based pedagogical practices, instructional frameworks, and assessment.

Extensive knowledge of information technology and applications, especially those used in a K-12 environment.

Comprehensive knowledge of curriculum, assessment, and instructional processes.

Comprehensive knowledge of applicable federal, state, and local regulations, policies, and educational statutes including but not limited to the Children’s Internet Protection Act (CIPA), the Children’s Online Privacy Protection Act (COPPA), the Family Educational Rights and Privacy Act (FERPA), as well as the Universal Design for Learning (UDL).

Considerable knowledge of Microsoft Office, specifically Word, Excel, and PowerPoint; Google Apps.

Considerable instructional and technical knowledge of learning management systems (LMS) and similar collaborative online tools.

Proven ability to communicate and visualize technical concepts to non-technical people to enhance understanding and drive decisions that lead to positive outcomes.

Ability to demonstrate successful experience of effective practices for teaching and learning.

Ability to demonstrate success working with peers or other adults in leadership or training roles.

Ability to demonstrate organizational and management abilities.

Ability to make independent judgments and to implement creative solutions to problems with minimal supervisory oversight.

Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools.

Ability to establish and maintain effective working relationships with administrators, teachers, support staff, parents, and community members.

EDUCATION, TRAINING, AND EXPERIENCE:

Master’s degree in Educational Administration, Curriculum and Instruction, or Instructional Technology.

Five years of successful teaching experience.

Successful experience providing professional training to instructional staff.

Demonstrated leadership experience.

CERTIFICATION AND LICENSE REQUIREMENTS:

Hold or be eligible for a North Carolina Professional Educator’s License in one of the following administrative license areas: School Administrator-Principal (00012), Curriculum Instructional Specialist (113), OR Instructional Technology Specialist-Computers (00077).

PREFERRED QUALIFICATIONS:

Hold or be eligible for a North Carolina Professional Educator’s License in Computer Education (18079) OR Instructional Technology Specialist-Computers (00077).

Two years of successful experience supporting technology integration at a district level.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Develops and communicates the vision and requirements of personalized and blended learning pedagogy to appropriate stakeholders and facilitates the institutionalization of those programs and processes.

Designs and implements a long-range strategy for digital learning.

Provides leadership and support for collaboration between Digital Learning and Libraries, Academic Advancement, and schools to develop opportunities for blended and personalized learning.

Oversees collaboration between Digital Learning and Libraries and Academic Advancement to determine appropriate use of technology for instruction.

Aligns Digital Learning priorities to district-wide goals and instructional vision.

Serves as lead on projects to onboard new digital resources.

Supports school and district leaders to adopt and implement quality practices and resources for digital learning.

Leads the team to plan for adoption of technical and instructional features within district-wide LMS.

Manages all aspects of Canvas LMS implementation.

Serves as a liaison between various departments to ensure that digital content and instructional practices support the diverse needs of students.

Supports the development of the Digital Learning and Libraries budget.

Uses relevant and current research and data-informed performance measures to inform change management and pedagogy.

Demonstrates fluency with a wide range of digital resources which support inquiry and student-centered learning.

Oversees a program of professional learning experiences addressing instructional theory, practices, and resources.

Models ethical principles including safe, legal, and ethical use of digital resources and tools.

Collaborates with other senior level managers to establish long-range strategy and policy development.

Develops, analyzes, and summarizes data for collaboration with other senior level managers.

Proactively meets with instructional stakeholders to determine technology statuses and needs.

Stays up to date on current trends in digital resources and learning management systems.

Continuously improves processes and procedures for digital teaching and learning.

Creates and implements change management strategies and plans.

Manages vendor relationships with Instructure (Canvas LMS).

Assesses/approves/rejects change requests to the learning management system.

Develops long- and short-range goals and objectives for system-wide instruction improvement.

Provides leadership and support to ensure the implementation of LMS, assessments, digital resources, and professional learning.

Collaborates with other divisions and participates in cross-functional teams and projects.

Performs other related duties, as assigned.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS:

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment. The position may require contact with school system staff. Work is considered light physical work, requiring the exertion of up to ten pounds of force.
