General Overview of Position

Under supervision of the Library Director, performs various digital marketing and communication functions supporting departmental and organizational goals and strategies. Responsible for conceptualizing, designing, and delivering KPL messages to an external audience across all media platforms.

Example of Duties & Responsibilities

COMMUNICATIONS & MARKETING:Directs and oversees the creation and delivery of internal/external communications and marketing solutions through multiple channels.

Creates approaches to effectively communicate the breadth and depth of services and resources that are available.

Conducts relevant market research, monitors trends, and analyzes the impact and ROI of all marketing communications and programs (internal/external).

Ensures work is aligned with patron success metrics.

Directs graphics, content marketing, and social media to produce messaging and narratives that work across multiple channels and engage targeted audiences.

Identifies opportunities to position KPL with key constituencies.

Develops and delivers reports and presentations as needed.BRAND STRATEGY:

Develops and leads initiatives to advance the relevance, resonance, and distinctiveness of the KPL brand by leveraging modern branding practices that measurably grow and deepen Kenosha residents' perceptions and understanding of KPL's values.

Directs and oversees social media, website content, and graphic design to ensure quality and consistency in brand tone of voice, verbal identity, and visual creation across all internal and external touchpoints.

Works collaboratively with internal stakeholders to develop consistent processes and tools to build out the brand.

Oversees the collection of key metrics to ensure accuracy for decision-making and inclusion in organizational reporting.COMMUNITY RELATIONS:

Establishes and executes effective community relations strategies that support and further the mission, vision, and values of KPL.

Directs and facilitates the establishment and maintenance of relationships with local, national media, and press outlets.

Ensures the coordinated and timely flow of information and communication to key constituencies.

Represents KPL professionally. Makes decisions on info release in compliance with laws governing patron confidentiality.SUPERVISION & MANAGEMENT:

Hires, assigns, trains, directs and supervises the communications staff as well as temporary staff, volunteers and interns in areas of responsibility.

Coaches on industry best practices.

Administers or makes recommendations for routine personnel matters affecting direct reports including recruitment, orientation, training, setting performance goals, assigning and reviewing work, approving time cards, approving leave, appraising and disciplining, submitting records and documentation as required by Library Policy.

Conducts regular staff meetings with subordinate staff.

Communicates changes in policies and procedures to direct reports and implements them as directed.

Provides technical guidance and support to ensure conformity with established policies, rules, and regulations.

Anticipates and solves problems as non-routine situations arise.

Collaborates and coordinates with others in cross-functional teams to accomplish KPL goals.

Uses and continually develops leadership skills, participates in ongoing development activities, regular training, as well as attending conferences.FISCAL RESPONSIBILITY:

Submits annual budget request and monitors approved spending.

Researches and implements cost savings where needed.

Ensures budget guidelines are met and resources are appropriately allocated in areas of responsibility.Requirements

Knowledge, Skills, and Abilities Required

Bachelor's degree in marketing, communications, or related field preferred or equivalent work experience.

Two years of supervisory experience preferred; positions should show increasing levels of responsibility.

Thorough knowledge of media production, communication, and dissemination techniques and methods.

Knowledge of print and digital forms of graphic design, typography, and photography.

Use of industry-standard graphic design programs on a Mac platform.

Use of a PC and work with cross-platform software programs.

Ability to work independently to create and produce a wide variety of materials.

Ability to lead a small team and collaborate across departments to achieve success.

Manage detail, recognize and set priorities, meet deadlines, work accurately, and maintain confidentiality.Physical and Working Conditions

Far vision at 20 feet or further; near vision at 20 inches or less.

Talking and hearing.

Sitting, standing, walking, climbing (including stairs) and stooping, bending, twisting and reaching (up, across, and down). Must be able to sit and stand for long periods of time.

Keyboarding, writing, filing, sorting, shelving, processing, and picking up and shelving books.

Able to travel to meetings outside the library, including overnight travel.

Able to work at all library branches and other service locations, as needed.

KENOSHA PUBLIC LIBRARY SUMMARY OF BENEFITSFor Full Time Nonrepresented Library Employees

The Library is a division of the City of Kenosha. Library employees are covered by the Library's Wages and benefits provided by the Library may be different than those listed for the City of Kenosha. Please contact the with questions.

SalaryThe salaries and pay grades for each Library position are set forth by an approved pay grade schedule. At the time of hire, compensation is to start at pay grade Step A in the appropriate job position except as otherwise approved by the Library Board. Employees who have received an overall performance appraisal ranking of "meets requirements" or better in their last performance appraisal shall be eligible for a step increase each year on their job position date unless they have already reached the top pay grade step in their job position.

Direct DepositPayroll is made by for all employees through City of Kenosha payroll. Employees must designate a checking or savings account (of their choice) at the time of hire. Employees are paid on the 15th and last day of each month.

InsuranceThe City offers a high deductible health plan (HDHP) to eligible employees and their qualifying dependent(s) as of the first of the month following 30 days of full-time employment. All employees are required to pay a five percent (5%) monthly health insurance premium, which will be waived if the employee participates in an annual Health Risk Appraisal (HRA). Employees and qualifying dependents are responsible for any deductibles, co-payments, or other out-of-pocket costs associated with care received under the provisions of the plan(s). There is a health insurance only purchase option. Employees who elect health and dental insurance do not pay a premium for dental coverage.

The City provides dental insurance to eligible employees after 30 days of full-time employment. Dental services are provided through one dental group - Dental Associates, which has one location in Kenosha County. You must select one provider location upon enrollment, and can only seek dental treatment through that location once enrolled. There is a dental insurance only purchase option. Employees who elect to purchase dental insurance separately (without electing health insurance) pay a monthly per person premium for this coverage.

The City holds an open enrollment period each calendar year. If the employee waives initial coverage upon hire, they must experience a qualifying life event as prescribed by the Plan's summary plan description in order to enroll for either health or dental insurance at any other time during the plan year. Employees who do not experience a qualifying life even must wait for the open enrollment period to elect coverage. Insurance benefits are subject to unilateral changes by the City.

Life InsuranceTerm life insurance coverage is provided to eligible employees through the Coverage amount is based on the employee's annual salary rounded to the next highest $1,000. The premium for Basic Plan coverage is paid by the City. Additional coverage and/or supplemental levels of coverage are available to employee and family at the employee's expense. Coverage becomes effective on the first of the month following six (6) months of employment or sooner if the employee has previous qualifying WRS service.

Deferred CompensationEmployees may elect to defer part of their income into a 457(b) retirement plan through , , or the This deferred income is exempt from State and Federal income taxes until it is withdrawn at retirement or upon termination of employment. Deferred compensation is only available to full-time employees.

Sick LeaveFull-time Library employees are granted 12 days (96 hours) per calendar year, on the basis of one (1) day per month. Employees must be paid for a majority of the work days in a given month in order to earn sick leave that month. Sick Leave is credited to the employee at the beginning of the year. If an employee leaves the Library, any sick leave taken in advance of having been earned will be deducted from the final paycheck.

Unused leave may be accumulated to 120 days (960 hours). Employees hired before January 1, 2010 who retire under the provisions of the Wisconsin State Retirement System or who leave library employment after completing at least 10 years as a full-time employee shall receive 50% of their accumulated sick leave in terminal pay. Employees hired after January 1, 2010 shall receive 50% of their accumulated sick leave in terminal pay after completing at least 10 years of consecutive full time employment when they retire from the Library under the provisions of the WRS.HolidaysThe Kenosha Public Library recognizes the following as paid holidays:New Year's Day (January 1)

The Kenosha Public Library will be closed on Easter Sunday but this is not a paid holiday.

The Kenosha Public Library will be open on New Year's Eve Day (hours vary) and the Friday before Easter (hours vary). Personal time will be allocated twice yearly, half on January 1, and half on July 1 to current employees in lieu of these holidays. New hires not yet employed on either date will not be eligible to receive the associated personal time.VacationVacation days are granted based on years of consecutive full-time employment. Employees earn 1/12 of vacation each month they are paid for at least half of their working days in the month.

On January 1st of each year, employees will be credited with their full annual vacation leave for that year. This calculation will include days expected to be accumulated for the full year, taking into account the consecutive full-time employment date and the changes in the rate of accumulation that may occur. Vacation benefits shall be prorated at 1/12 the annual vacation allowance per month for employees whose employment with the Library is discontinued during the year. For the purposes of calculating vacation time, if the employee's full-time date is the 1st - 15th of the month, that month is used in the vacation calculation; if the full-time date is 16th - 31st of the month, the month is not used in calculating vacation time.Compensatory LeaveThe earning of compensatory time for all eligible employees must be approved by the employee's supervisor. Compensatory time taken must be approved in advance by the supervisor. Compensatory time can accumulate during the calendar year, but no more than 40 hours of compensatory time may be carried forward into the next year unless approved by the Library Director by request of the employee. Sick leave, vacation time, approved holidays, bereavement, voucher hours, personal time and any other paid leave time will not be considered hours worked for the purpose of performing compensatory time calculations.

Health Savings AccountThe health insurance plan offered by the City qualifies for a Health Savings Account (HSA) as defined by the IRS. Johnson Bank has waived the fees normally associated with opening and maintaining an HSA for all City of Kenosha employees who are enrolled in a qualifying insurance plan. Payroll deduction (pre-taxed) is only available to those employees who hold their HSA with Johnson Bank.

Critical Illness, Accident & Universal Life/Long-Term Care InsurancesSupplemental policies for Critical Illness, Accident and Life/Long-Term Care Insurance are offered to current eligible employees during the City's annual open enrollment period.
