The ideal candidate will perform a wide variety of para-professional level duties to support the operational use of City of Eugene communication assets for all City Departments including public safety. This includes preventive maintenance, security and equipment upgrades, documentation and repair activities on radio communication equipment, subscriber radios, microwave transport equipment, and other supporting infrastructure systems. The position supports, reviews and helps to coordinate the work of radio technicians and other technical staff. Plans, prioritizes, and schedules the work of Radio Shop Technicians. Acts as primary point of contact and customer service liaison for the radio shop.Documents administrative and operating procedures and controls to ensure data accuracy and reliability leading to improved efficiency and communication system reliability; implements, coordinates and administers a variety of projects and activities; coordinates with other departments and/or jurisdictions; defines and resolves administrative and operational issues and problems.Assists in developing long and short-range program goals; evaluates objectives, policies and processes and provides recommendations to program manager; participates in the development of program or operational guidelines.Researches ways to achieve objectives and recommends necessary adjustments to the program or operation focus and/or activities; is responsible for designing and implementing approved program changes.Evaluates effectiveness, impact, and cost/benefit impact of program or operational activities; documents, compiles and tracks program activity costs; designs and compiles periodic program progress reports; assesses program needs and issues; evaluates need for training or changes to program policies and procedures and develops recommendations; monitors program compliance.Develops work plans, timelines and resource allocations for assigned program or operational area; monitors progress to ensure objectives are met. Coordinates work section activities with those of other sections, departments, and outside agencies; coordinates joint projects with others; may coordinate the work of contractors.Performs research in support of radio program; develops research criteria; evaluates results and summarizes results in narrative, and/or statistical reports; and evaluates impact of research results on program activities. Researches problematic issues and prepares recommendations. Prepares complex reports requiring detailed research, and independent judgment.May conduct research on assigned topics, prepares and presents findings to improve operational activities; may participate in capital development and improvement projects.Interprets and applies laws, rules and regulations impacting the assigned area to determine and implement or authorize an appropriate course of action. Interprets ordinances; reviews legislation and other rules and regulations pertaining to assigned programs; monitors program activities for compliance with Federal and/or State laws.Evaluates and researches a variety of issues and complaints; reviews complaints and monitors enforcement of program policies and ordinances; assesses appropriate fees; enforces program policies; may recommend enforcement action, prepare enforcement documents and evaluate impact of enforcement actions.Answers questions and provides information and/or written correspondence to customers; responsible for quality control and customer satisfaction. Initiates corrective action as necessary to resolve issues. Negotiates with involved parties to resolve problems, gain compliance, reach agreement or determine provisions for services.Develops and maintains manual and computerized databases to track program or operational activities; designs and creates standard and customized reports; establishes complex recordkeeping systems.Develops program public information strategies. Develops and/or oversees the development of program promotional and educational outreach activities for the program area, including writing articles and fact sheets which require researching a variety of resources.Develops systems, manuals, and forms for assigned area; writes instruction manuals describing procedures and requirements; may write newsletters and maintain websites; writes project proposal descriptions, handbooks, program procedures, management reports, and business correspondence.Designs and presents formal program-related presentations including training sessions. Represents the program area or department at task forces, committees, etc., as assigned.May schedule, oversee the work activities of, and provide training to staff in lower classifications, temporary clerical employees and/or volunteers.Performs a variety of program administrative duties such as preparing, coordinating, and overseeing program agreements, contracts, leases, and RFP's. May provide review and feedback in the preparation of written bid specifications for equipment and services and may assist in evaluating bids submitted; may review or update technical or operational requirements or specifications; maintains contact with vendors; inspects work performed by contractors.
