Terrestris is seeking a Senior Engineer Specialist for the FTA Region IV PR Satellite Office.The Senior Engineer Specialist will work alongside and provide onsite “technical assistance” to the resident Government Employees. The Senior Engineering Specialist will support all matters involving FTA grant administration issues in all three modes of mass transit systems in PR: rail, bus, and ferries.Senior Engineering Specialists may be focused on the FTA PR recipients, which are considered big transit agencies that mainly provide rail, bus, and passenger ferry services and may serve as the primary subject matter expert in the technical matters of the rail, buses, and ferries. Also, the Senior Engineering Specialists may be focused on the PR-designated recipient, its sub-recipients, rural direct recipients, and supporting FTA in any emerging initiative as they relate to the tasks described in this Section.Duties:Provide Guidance and Assistance with Grants ManagementProvide Pre-award, Post-award and Operations Support for transportation engineering projectsPerform Technical Capacity and Capability Reviews of projects and recipientsProvide Understanding and Compliance with FTA's Objectives and RequirementsReview Recipient's Safety and Security Management ProjectsReview and Evaluate Recipient's Fleet Management PlansConduct Onsite Inspections and Identify Fleet Management Best PracticesRecommend and Support FTA in Developing Innovative Strategies and their Implementation toward Achieving the Existing or Emerging Agency's Goals.QualificationsSuccessful completion of a Bachelor of Science (B.S.) or Master of Science (M.S.) Degree in Engineering or a related field from an accredited university or college.Minimum of fifteen (15) years of experience in Project Management, Planning, Engineering, and/or Construction of Capital Projects, preferably in the Transportation or Transit Field, including at least five (5) years of project management oversight in passenger rail and buses and at least five (5) years of maritime experience.Must possess expert level knowledge of:Engineering design management.Project planning management.Construction management.Federal grant management process.Regulatory and compliance experience.Project oversight services.Knowledge of FTA requirements and specialized experience in Financial Management and Procurement.Computer use including Microsoft Office, Adobe, and engineering software such as BlueBeam, AutoCad and Microstation.Maritime and ferry vessel systems, operation, and maintenance.Rail systems, operation, and maintenance.Bus systems, operation, and maintenance.Must be proficient in and be able to understand and communicate verbally in both: English and Spanish Languages.
