HHS plays an essential role in building a healthy and strong community.WHO WE ARE LOOKING FORThe Montgomery County Department of Health and Human Services (HHS) is seeking a Manager III to manage the Behavioral Health Planning and Management Local Behavioral Health Authority (LBHA) Operations Unit.Manage the Behavioral Health Planning and Management Local Behavioral Health Authority (LBHA) Operations Unit. Includes supervision of Program Managers that oversee: (1) Quality Assurance & Compliance; (2) Services and Recovery Supports; (3) Child and Adolescent Services; (4) Prevention Program; also supervise one Office Services Coordinator.Manage the deliverables under the Memorandum of Understanding with the State of Maryland Behavioral Health Administration (BHA) for the Montgomery County LBHA, including assessing and planning for behavioral health services needs, developing measurable outcomes and activities, cooperation and collaboration with the Administrative Services Organization, oversight of public and consumer education and information, increase public awareness of behavioral health resources, COMAR compliance of local providers.Manage the development and implementation of the annual LBHA plan to ensure that established goals and priorities are implemented and met.Direct collaboration and planning with the State BHA for public behavioral health system related issues and attend and participate in meetings at the State level and meetings of the Maryland Association of BHAs.Ensure the Operations Unit is in compliance with the Manual for Managing the Public Behavioral Health System.Manage program issues related to contracts via regular collaboration with Behavioral Health Planning and Management Contracts Manager III.Experience:

Five (5) years of progressively responsible professional experience managing the operations of a Local Behavioral Health Authority and supervising management staff.Education:

Graduation from an accredited college or university with a Bachelor’s Degree.Equivalency:

An equivalent combination of education and experience may be substituted.LICENSE:Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence when required for job-related duties.We will use interview preference criteria:Possession of independent licensure in behavioral health, such as Social Work, Professional Counseling, or Psychiatric Nursing.Experience managing the operations of a local behavioral health authority and supervising management staff.Experience managing a governmental unit that has direct contact with and deliverables from the State Behavioral Health Administration or comparable entity.Prior experience partnering with upper-level management of State governmental or contracted agencies including Maryland Department of Health’s Behavioral Health Administration and the Administrative Services Organization.Prior experience partnering with CEOs and Directors within the local behavioral health provider network.
