Position Summary:

(PDO), a federal government contractor, is seeking a qualified

Public Relations Specialist

who will provide Media Relations services to the Wisconsin Army National Guard (WIARNG) Recruiting and Retention Battalion (RRB) by demonstrating expertise in strategic marketing and advertising development, market analysis, and evaluation of advertising effectiveness.

Essential Duties & Responsibilities:

Media Coordination and Strategic Planning:

Provide advertising support to Recruiting and Retention Non-Commissioned Officers (RRNCOs) with the goal of generating leads, reducing attrition, and increasing retention.

Proactively develop and execute media relations plans with messages that align and support the WIARNG’s RRB mission, values and accomplishments.

Cultivate and maintain relationships with journalists, editors and other influencers across print, broadcast and digital media platforms.

Create engaging content for a variety of platforms, including social media, web, newsletters, employee and media. Develop strategies and plans to integrate activities across multiple platforms.

Serve as the primary point of contact to coordinate media inquiries, interviews, statements, background information and press releases in a timely and professional manner.

Monitor media coverage and track relevant industry trends, providing analysis and recommendations to leadership.

Assist with the preparation of media materials, including press releases, media kits, fact sheets, talking points, and other materials as needed with accuracy, clarity, and alignment to the RRB messaging and branding strategies.

Identify and pursue opportunities for earned media coverage, pitching stories and securing placements to maximize visibility and reach.

Coordinate media events, press conferences and interviews, managing logistics to ensure a strong and positive experience for all participants.

Collaborate closely with internal stakeholders, including marketing and the field-based recruiting team to align media relations activities with broader organizational goals and initiatives.

Draft press releases for media distribution. All press releases shall be reviewed, approved, and submitted to media by the RRB Operations & Training Officer or the Marketing Non-Commissioned Officer (NCO).

Provide assistance in designing, developing and executing advertising programs to support all special missions to include Officer recruiting, Warrant Officer recruiting, Medical recruiting, and Chaplain recruiting.

Plan, organize work, and meet deadlines. Contractor shall be able to demonstrate ability to make judgments about sensitive/confidential information.

Maintain Production Results:

Retain all current regulations and guidance that are applicable to the Recruiting and Retention Battalion.

Interact with the field Non-Commissioned Officer in Charge (NCOIC) and RRNCOs to receive feedback on advertising and marketing programs through development and solicitation of After-Action Reviews.

Assist the Marketing NCOIC in developing and implementing different ways to measure Return on Investment (ROI) of marketing programs and campaigns.

Collect and analyze market evaluation data derived from official databases and various published studies and reports; analyze market trends to use as a basis for formulating future advertising and marketing strategies and tactics.

Recruiting Event Support and Coordinating with Outside Agencies:

Helps with coordination and support special national level recruiting and retention events that occur during the performance of this contract.

Develop and build partnerships with State and local media organizations to maximize WI ARNG advertising and marketing efforts.

Develop promotional items/giveaways:

Track and assist in maintaining an inventory established by the Government of promotional items and giveaways through target market research and RRNCO’s input. Items shall effectively attract target market and shall be unique to the WIARNG at least one item per quarter dependent on fund availability.

Inspect items to ensure they are of high quality and shall reinforce personal contacts by providing a durable message/logo on an item that shall be displayed by the recipients.

Education, Experience, & Certification REQUIREMENTS:

(relevant experience may be substituted)

HS diploma or GED

Six (6) to eight (8) years related experience in journalism, marketing, graphics design or content creation.

Better-than-average skills in current versions of MS Office (Word, Excel, PowerPoint, Outlook)

Preferred Education, Experience and Skills:

AS/AA in Communications, Journalism, Marketing, Film & Digital Media, or Graphic Design.

Three (3) years' related experience.

Adobe Certified Professional.

Knowledge, Skills & Abilities:

Familiarity with the Army National Guard, rank structure and customs/courtesies.

Able to understand, adhere to and enforce corporate values, policies, procedures, and standards.

Good interpersonal and communication skills.

Good business writing and oral communication skills.

Fluent in English (reading, writing, speaking, and comprehension).

Better-than-average skill in current versions of MS Office (Word, Excel, PowerPoint, Outlook).

Capable of passing background investigation and periodic drug testing.

Additional Qualifying Factors:

Legally eligible to work in the US (proof of eligibility will be required upon offer of employment).

Possess valid driver's license (WI) and be able to provide clean driving record and current vehicle insurance coverage.

Eligible for access onto military installations following background and security checks.

Ability to travel to training locations as assigned.

Working Conditions/Working Environment/Physical Demands:

An administrative office setting, at a National Guard Amory, with low to moderate noise levels.

Long periods of sitting at a desk, minor physical stamina required.

Normal periods of standing and walking, have the ability to reach with hands and arms, and lift 25 lbs.

Position is contingent upon award of contract.
