Job Description and DutiesThis position supports the California Department of Public Health’s (CDPH) mission and strategic plan by developing communication plans and education programs, and planning outreach activities for the Prenatal Screening (and Newborn Screening) Program. It supports key program activities necessary to ensure the quality and timeliness of prenatal screening services for pregnant people and newborn screening services for new parents in California. The Communications and Education Unit also provides education, outreach and accessible and culturally appropriate health communications for other sections and programs within the Genetic Disease Screening Program Division (GDSP).The incumbent works under the direction of the Health Program Manager (HPMI), Chief of the Communications and Education Unit. The Health Program Specialist I (HPSI) functions as a highly skilled, technical program consultant responsible for performing duties relating to the planning, developing, coordinating, implementing, and evaluating communications and education programs and activities for GDSP Division, and specifically for the redesigned California Prenatal (PNS) Screening Program. The HPSI serves in a key role in advising and assisting the HPMI on communication plans for complex health programs and health education outreach and materials development that support the Division’s mission and goals. The HPSI also serves as a liaison for various prenatal screening stakeholders and interagency groups to promote program policies and services. This position requires the incumbent to function independently, communicate effectively orally and in writing, provide consultation/technical assistance and maintain/develop skills related to GDSP and the PNS Program.Minimum Requirements

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:GDSP is looking for motivated candidates that have the following:Training and experience working in the field of health communications, including public health promotion and health education activities.Excellent written and oral communication skills, including drafting and editing content, presenting information, and addressing ADA compliance requirements.Excellent facilitation, coordination, project management, and organizational skills.Experience or interest in storytelling and presentations using videos, websites, social media, blogs, infographics, professional texting, interactive activities, and other relevant modalities that would be appropriate for working with communities.Commitment to developing and maintaining an up-to-date and extensive knowledge base related to genetic disease screening, health communications (including current trends in digital media/social media), health education, and health equity.Passion for and commitment to creating materials for marginalized, disadvantaged, or low-resource communities; non-English-speaking communities; or communities with literacy needs.Experience adapting to changing conditions and priorities to achieve success on simultaneous projects and meet deadlines for critical initiatives.Bilingual in English and Spanish or Chinese desired but not required.
