E911 Communications Deputy Director

Salary Range: $81,077-$130,534 FLSA Status: Exempt

Essential Functions:

Supervises, directs, and evaluates assigned staff; monitors and collaborates with Watch Commanders and their assigned teams for performance, training, and compliance with DeKalb County E911 standard operating procedures; oversees the development of employee work schedules to ensure adequate coverage and control; establishes workloads and prioritizes work assignments; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals and sets goals for success; directs work; acts as a liaison between employees and management; and assists E911 Communications Director with developing, implementing, and training on applicable policies and procedures based on best practices.

Ensures proper receipt, dispatch, and handling of emergency communications transactions; monitors staff dispatch activities for quality assurance and accuracy; observes actions of call takers, dispatchers and supervisors several times per day; reviews statistical data, daily shift reports, and audio playbacks of calls; and reviews Case Evaluation Reviews.

Provides technical consultation to Computer-Aided Dispatch and radio team; and ensures adequate training, professional/personal development and evaluation of E911 Communications staff.

Serves as a subject matter expert to Watch Commanders in identifying opportunities and/or continuous improvements to policies, procedures, and personnel issues.

Assists the Emergency E911 Communications Director in preparation of departmental budget; conducts statistical and operational analyses and develops recommendation for assigned budget; monitors expenditures; and reviews budget impact of E911 staffing levels.

Represents the Emergency Communications Department at meetings, functions, and various events; meets and confers with various County officials, the public, business partners, and employees; serves as departmental liaison; attends meetings and hearings; and serves on committees and task forces as required.

Coordinates services with various agencies, such as Innovation and Technology, Police, Fire, Sheriff, Marshal, Animal Enforcement, and County Emergency Management services in addition to the news media and the general public.

Researches and responds to operational areas of concern and interest including complaints; conducts internal and external investigations; recommends and/or reviews disciplinary actions for infractions; and receives, responds to, and resolves citizens' complaints.

Oversees process of receiving, logging, producing, and distributing Open Records requests; and collects E911 call data for use in short and long-range strategic planning.

Manages and monitors work of contractors who provide services to E911 Center and ensures daily needs for department are met.

Maintains a current comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to provision of emergency 911 communications services; reads professional literature; maintains professional affiliations and required certifications; and attends meetings, workshops, hearings, and training sessions as may be necessary or required to sustain a continuous state of improvement in E911 center services.

Minimum Qualifications:Bachelors degree in Emergency Management, Public Administration, Criminal Justice, Public Safety, or a related field (Masters degree preferred); six years of progressively responsible experience in emergency communications, with three years of management experience for a comparably sized organization or as a director for a smaller organization; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
