is seeking a dynamic

Payroll Analyst I

to perform a variety of complex and comprehensive professional level work in the areas of payroll processing, Memorandum of Understanding (MOU) review and regulation compliance.Payroll Title:

Theory, practices, principles and terminology common to governmental accounting and municipal investments.Computer skills in word processing, spreadsheets, graphics and databases.Principles of business letter writing and basic report preparation.Modern office methods, practices, procedures and computer equipment.Payroll procedures, processes and mandates.Pertinent Federal, State, and local laws, codes and regulations.Payroll software and computer systems.Data processing techniques.Advanced Excel knowledge.Ability to

Audit and verify the processing of pay including overtime, voluntary deductions and administration of benefits; perform various complex calculations and maintain records; resolve payroll issues.Advise staff in labor negotiations; provide recommendations for memorandum of understanding language related to payroll and benefits; research and prepare reports in preparation for negotiations.Research implementation of technological changes/improvements in processing and reporting methods; identify, assist with, and monitor changes to the payroll system to incorporate new requirements or modifications to labor agreements, contracts, administrative policies, rules, regulations, and/or State or Federal legislation; assist in the development and review of related requests for proposals.Respond to requests for information and provide reports to financial auditors.Review the work of payroll/accounts payable staff.Interpret and explain City payroll and accounts payable policies and procedures.Define and solve complex problems relating to the computer payroll system.Post financial data onto a computer system.Answer payroll and accounts payable inquiries in person and over the phone.Communicate with government agencies, financial institutions, and retirement system representatives to resolve issues and coordinate activities.Research and respond to payroll questions from employees, supervisors, and managers requiring explanation of laws, rules, regulations, contracts, and other documents governing City payroll; produce and distribute clear and concise written information to employees as necessary.Learn theory, practices, principles and terminology common to municipal investments.Prepare complex accounting records and transactions.Review accounting and investment records for accuracy.Exercise judgment and interpret financial documents and reports.Analyze data and draw logical conclusions.Prepare and maintain accurate and organized statistical and narrative reports and records.Prepare and present statistical and narrative reports.Analyze and review financial data to develop forecasts and trends.Work independently to interpret and apply related laws, ordinances, policies and procedures.Communicate effectively both orally and in writing.Establish and maintain cooperative working relationships with those contacted in the course of work.Conduct cost analysis for payroll using Excel.EXPERIENCE AND TRAINING GUIDELINES

Experience:

Three (3) years increasing responsible experience in finance, preferably in local government; cash management, revenue and/or investment experience desirable.

Education and/or Training:

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in business, finance, accounting, economics or a related field.
