Job Description

The Iowa Department of Public Safety (DPS) is seeking to fill an Information Specialist 3within its Strategic Communications Bureau.

Organization Background:

The mission of DPS is to serve the people of Iowa by providing public safety services with leadership, integrity and professionalism through the core values of courtesy, service and protection. The Department is a statewide law enforcement agency and includes the Administrative Services Division, the Iowa State Patrol, the Iowa Division of Criminal Investigation, the Iowa Division of Narcotics Enforcement, the Iowa State Fire Marshal and the Division of Intelligence. The Department works in conjunction with federal, state and local jurisdictions of the criminal justice community to provide for the safety of persons living in, or traveling through the State of Iowa.

The Strategic Communications Bureau directs overarching strategic communication plans designed to enhance the public image of the Department.

The Bureau coordinates special events and manages the messaging and content process for print and digital tools, including the website, social media, and photo/video production. The Bureau assists with the recruiting process and also coordinates responses to general information and Iowa Chapter 22 public records requests.

The Bureau develops the media relations program and collaborates with Public Information Officers (PIOs) throughout the Department and the Iowa State Patrol’s team of Public Resource Officers. It works closely with the Commissioner and the Policy Advisor to help communicate the vision, monitor current events and opportunities, and identify issues.

Job Description:

Ensures communications activities are consistent with overall agency strategic plan objectives and goals. Develops and coordinates statewide communications and/or public relations programs frequently involving complex, technical subjects and controversial issues for the Department’s investigative operations. Manages high-level information involving criminal investigations, confidential information, and critical public education. Develops or directs implementation and maintenance of Department brand image and identity, including standards and guidelines for logo use and signage. Frequently strategizes with the Strategic Communications Bureau Chief and agency leaders to develop and deliver content to news media representatives and the general public to explain Department positions on sensitive topics.

Writes, designs, edits, and reviews electronic and printed informational materials and reports; Assists with compiling, designing and producing program manuals, guides, toolkits, webinars, and other materials; Obtains printing and project estimates, manages production, and approves final products through the Strategic Communications Bureau Chief and other key Department leadership; Maintains master schedule of materials in production

Develops concepts, graphics and layouts, style guides, logos, reports, advertisements, legislative sheets, State Fair and recruiting booth collateral materials, web pages, posters, brochures, banners, apparel and social media posts. Writes, designs, edits and reviews internal and external website content. Directs or performs website management and content development activities to ensure accurate and timely updates of website information for investigative Divisions and Bureaus.

Assists in the development of processes and schedules to ensure continuity of website management tasks. Collaborates with internal and external organizations to proactively gather information for updates. Ensures all digital design interfaces meet standards for ADA and other regulations, design usability, and brand identity. Manages and executes website and mobile application content updates using the Drupal website management system. Serve as liaison with digital, website, apparel, and printer vendors to ensure project communication and meeting production deadlines.

Other Information:

The applicant should possess working proficiency with Microsoft Office products, Adobe Photoshop, Adobe Illustrator, Adobe Rush, digital photography and editing software, and experience with Drupal platform content management.

The selected candidate must have passed a thorough background investigation conducted by Iowa Department of Public Safety investigators before a final letter of employment offer is delivered.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

Graduation from an accredited four-year college or university with a degree in journalism, public relations, graphic design, or communications and experience equal to four years of full-time work planning and developing content for dissemination through traditional media (newspapers, publications, radio, and television), websites, social media, and/or public speaking.

All of the following (a and b):

a. Four years of full-time work experience in planning and developing content for dissemination through traditional media (newspapers, publications, radio, and television), websites, social media, and/or public speaking; and

b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in journalism, public relations, graphic design, or communications equals one year of fulltime experience.

Number two above, where twenty-four semester hours of postgraduate coursework in journalism, public relations, graphic design, or communications from an accredited college or university may substitute for one year of the required full-time work experience.

Current, continuous experience in the state executive branch that includes experience equal to 18 months of full-time work as an Information Specialist 2.
