Duties Summary

The Commission's Consumer Affairs and Compliance (CAC) Section establishes and maintains contact with regulated entities, government agencies, and the public; disseminates public information; provides investigation, complaint resolution, and enforcement services; and conducts community outreach and educational services on behalf of the Commission.

Under the direction of the CACs Officer, this position is responsible for: (1) contributing to the evaluation and consultation of the Commission's education and outreach program; (2) initiating, planning and executing statewide public utility industry education and outreach pertaining to the laws, rules, and regulations under the jurisdiction of the Commission; and (3) gathering and analyzing data, and following current developments in the regulated public utility industry for dissemination to the public.

Minimum Qualification Requirements

MINIMUM QUALIFICATIONSKnowledge:

This position requires knowledge of the principles and practices of communications; practices of effective outreach/engagement; the legislative process; and comprehensive research and analytical techniques.Skills:

Must have excellent oral and written communications; be able to plan, organize, and coordinate the presentation of information, such as educational materials and reports; strong interpersonal skills; and excellent organizational skills and efficient time-management.

Abilities:Demonstrated ability to effectively and efficiently conduct research, identify and resolve problems in a timely manner; operate a motor vehicle to conduct field trips and/or educational outreach; prioritize and plan work activities; demonstrate accuracy and thoroughness in work product; follow instructions and respond to management direction; work in a fast-paced environment; use time efficiently; initiate work activities independently; maintain professional appearance and demeanor; work under stressful conditions; establish and maintain effective working relationships; communicate effectively, both orally and in writing; interview and interact with people to secure accurate information and data for preparing reports; read and comprehend laws, rules, and regulations; maintain confidentiality in the use of confidential information; and to maintain regular attendance. Possess ability to learn or have proficiency in operating computer software programs such as MS Office (i.e. Word, Excel, etc.)

Education:A bachelor’s degree from an accredited college or university in an appropriate field. Work experience involving progressively responsible communications or community engagement responsibilities may be substituted for the required education on a year-for-year basis.

Experience:At least two (2) years of progressively responsible experience in areas such as, public relations or communications, program research, outreach and engagement.

DESIRABLE QUALIFICATIONS:

Experience in graphic design for presentation and collateral materials. Professional experience compiling and analyzing data and information, formulating conclusions, and providing recommendations.Other Information

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
