Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE:

Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-12 LEVEL:

Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

Collecting, reviewing, and engaging in systematic analysis of economic data from primary sources such as marketing firms, associations, and government agencies and secondary sources, such as trade journals and publications.Conducting research and analysis of agricultural marketing issues, including the ability to collect primary data, create original databases, and extract/report pertinent information from large datasets.Experience in leading research activities and/or program design and evaluation on initiatives focused on development of local and regional food markets.Development and execution of complex research proposals, including authoring and assessing scopes of work that incorporate appropriate research methodologies and draw relevant and valid conclusions from research findings.Designing and delivering expert training and technical assistance to stakeholders focused on improving financial viability and/or market access for small and mid-sized farms and food businesses.

FOR THE GS-13 LEVEL:

Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

Experience leading research-based projects to develop and/or improve outreach and technical assistance materials, curriculum, and or expert programing for a variety of local food stakeholders including state agencies, farmers markets, producers, food hubs, and institutions.Experience as a principal investigator (e.g. research project director) of multi-organization teams.Experience working with project partners across federal agencies and/or organizational boundaries and collaborating with a variety of local food systems stakeholders to increase support for, demand for, and supply of local and regional food.National level project management experience involving local/regional food system stakeholder groups, Land Grant Universities or Cooperative Extension.

There is no education substitution for these grade levels.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.This is a temporary appointment not to exceed one year (Appointment may be extended one additional year without reannouncing). The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date.
