ABOUTManagement Sciences for Health (MSH) is seeking Technical Directors for the anticipated USAID global supply chain and pharmaceutical management project Task Orders, aimed at providing USAID Missions and USAID Washington with proven best practices, scalable innovations, and differentiated approaches to maximize progress towards the project's objectives. The goal of the IDIQ is to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities, with three core objectives: strengthening local supply chain systems; increasing the availability of quality assured, essential health commodities; and strengthening pharmaceutical management systems.With an initial project phase of 5 years, MSH seeks to attract committed, experienced technical professionals from around the world to join our dedicated best-in-class team.We are currently seeking applications from candidates to fulfill the role of Technical Director on each of the following Task Orders.OVERALL RESPONSIBILITIESThe

Technical Director Role

is a key leadership position responsible for overseeing the project's technical strategy, approaches, and implementation of the task order at the global and country level. This includes coordinating country-based activities and ensuring high technical standards and program performance. The Technical Director is a member of the management team and, with the Program Director, represents the program to USAID, representatives from collaborating country governments, and stakeholders.SPECIFIC RESPONSIBILITIESEnsure that the program identifies and addresses the technical expectations, needs, and interests of donors, ensuring solutions reflect the program's strategies and comply with USAID rules and regulations.Develop and promote a performance improvement culture and processes necessary for ongoing improvement of the program's effectiveness and efficiency.Oversee overall technical approach and implementation of field-based activities to ensure efficient and effective interventions.Contribute to and monitor country development and execution of workplans that meet country requirements and address the needs of USAID.Ensure that country offices are adequately and efficiently technically resourced.Support communication and coordination with USAID and other stakeholders in technical areas.Coordinate with other technical area leads and partners to ensure integrated strategies and high-quality deliverables.Ensure program activities comply with SOPs and MSH policies.Ensure timely remedial actions are taken to mitigate any possible risks.Represent the program to USAID missions and other donors at the country levels.Facilitate and participate in international events to interact with stakeholders, experts, policymakers, and potential partners.Facilitate the generation of evidence-based interventions at the global, regional, and country levels.Write technical reports and publications on the program's technical interventions and results.Task Order ACountries that significantly rely on USAID and/or other donors to manage procurement, warehousing, and/or distribution of donated commodities.Objective 1:

Increase availability of quality-assured, essential health commodities through operational support of supply chain management.Objective 2:

Strengthen local supply chain systems to ensure a reliable supply of quality health commodities.Objective 3:

Improve capacity of national pharmaceutical systems, including regulatory systems, to support access to quality medical products and services.Task Order BCountries that manage donor-procured commodities through their own warehouse and distribution services or through government-managed third-party providers.Objective 1:

Strengthen locally-led supply chain governance and stakeholder engagement.Objective 2:

Improve supply chain processes to enable continuous access to quality-assured, essential health commodities.Objective 3:

Ensure national pharmaceutical systems maintain quality, safety, efficacy, and affordability of health commodities.Task Order CCountries with established national supply chain systems needing improvements in sustainability, efficiency, and resilience.Objective 1:

Sustainably strengthen pharmaceutical systems, including quality services and functional regulatory systems.Objective 2:

Ensure locally-led and -managed supply chain systems provide a reliable supply of quality health commodities.Candidates should indicate which Task Order aligns best with their experience and skill set.**** This position is subject to project award and funding ****QUALIFICATIONSA master's degree or higher in supply chain management, public health, international development, or a related field.At least 15 years of professional experience managing and providing technical assistance in supply chain management, pharmaceutical management, or related activities in LMICs.Experience in program management and oversight of large, complex projects across multiple countries.Experience residing in low- or middle-income countries and working in pharmacy, supply chain, public health, or related fields is preferred.Demonstrated technical leadership in improving health commodity supply chain and pharmaceutical management systems.Demonstrated supervisory experience managing a large group of technical experts to ensure high-quality support and products.Project startup and transition experience is highly preferred.Strong management, interpersonal, written and oral communication (in English), mentoring, supervision, and facilitation skills.At least five (5) years of experience working in partnership with U.S. Government agencies, international donors, or multilateral agencies.Ability to communicate in one or more relevant foreign languages (e.g., French, Spanish, Portuguese) is preferred.The expected salary range for this position is: $190,000.00 - $200,000.00 annually (U.S. locations only).
