Introduction

YOU MUST BE AN ALAMEDA COUNTY EMPLOYEE TO APPLY. THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by the last day for filing. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

DESCRIPTION

ALAMEDA COUNTY HEALTH is the local government agency that promotes and protects the health and well-being of all who live, work, learn, and play in Alameda County. We coordinate services and cultivate partnerships with community organizations and providers to help ensure access, organize, and deliver health care and services to people with Medi-Cal and without insurance, support resilient communities, and improve health for all. We focus on health equity by developing programs and systemic solutions that reduce disparities for the people and communities we serve.

THE POSITION: Under general direction, plans, develops, coordinates, and oversees the administration of the Training and Development Program for assigned areas of the Health Care Services Agency (HCSA); develops policies and procedures, standards, and objectives for professional training programs and services for county staff, student professionals, private providers, and community-based organizations; identifies and defines training needs and objectives, and evaluation techniques and methodology throughout the system of care; manages the department’s continuing education certification programs; and performs related duties as assigned.

THE VACANCY: The current vacancy is located in Alameda County Health. However, the eligible list resulting from this recruitment may be used to fill future vacancies in other program areas and departments.

THE IDEAL CANDIDATE: In addition to meeting the minimum qualifications below, the ideal candidate will possess the following critical attributes:

Possess a robust ability to assess the training and development needs of diverse organizational groups and programs.

Extensive experience in leveraging Learning Management Systems (LMS) to enhance organizational learning and development.

Demonstrate exceptional written and verbal communication skills, enabling effective interaction with a wide range of audiences in various contexts.

Excel in establishing and maintaining cooperative work relationships and partnerships with county departments, other agencies, and the community.

Leadership skills and a solid understanding of management principles and best practices, adept at work planning, employee supervision, and resource allocation.

Highly organized, with a keen attention to detail, ensuring that job processes, tasks, and work products are completed accurately.

Demonstrated capacity to work effectively with individuals from diverse cultural, interpersonal, and motivational backgrounds.

Apply analytical problem-solving techniques to make informed decisions, evaluations, and recommendations.

Expertise in budget development, administrative tasks, data analysis, and report preparation.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited university in business administration, human resources, organizational development, health care administration, social work, counseling, clinical or educational psychology or a closely related field.

Experience: The equivalent of three years full-time experience in planning, developing, coordinating the administration of staff and student training and development programs and services in a health care setting; or developing, administering, or coordinating Human Resources related training to staff in the areas of workforce wellness, recruiting, performance management, employee relations, or other human resources discipline.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

Office administrative practices and procedures including records management and the operation of standard office equipment.

Ability to:

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS: A review of applicants' applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process. An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises. CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
