The Opportunity:Overview:

Multnomah County IT is searching for a limited-duration (LDA) IT Web Content Strategist. Limited Duration Assignments (LDA) are expected to last up to two (2) years, but may end sooner.Join our dynamic Enterprise Web Solutions team at Multnomah County and be at the forefront of transforming how our local government interacts with and serves the individuals in our community. This position offers an exciting opportunity, emphasizing a people-centered approach to developing web content platforms that significantly enhance the user experience for both community members and county employees.Be part of a progressive team that values innovation, inclusivity, and collaboration, contributing to a county that provides welcoming digital spaces that empower individuals of all abilities to access and request services, conduct business, and stay informed about news and program information.In this role, your daily work tasks may include:Create: Gather technical requirements, analyze system processes, prioritize and balance departmental customer needs, and provide technical documentation for the County's content management system.Empower: Consult with departmental customers to provide accessible, usable and understandable web products that meet the County’s Digital Experience Standard. Maintain current knowledge and awareness of applicable laws around accessibility.Collaborate: Work closely with your team members and departmental customers to align content strategy with users’ needs and business goals.Strategize: Contribute to the ongoing development of a cohesive content strategy.Consult: Provide subject matter expertise around content strategy and best practices.Support: Create and deliver content audits to web content editors identifying areas of improvement related to relevancy, accuracy, and user needs. Please be clear and specific about how your background is relevant.Minimum Qualifications/Transferable Skills:Equivalent to a Bachelor's Degree from an accredited college or university ANDAt least four (4) years of demonstrated experience in writing content for the web, information architecture, content governance, or related experience ANDExperience prioritizing competing customer requests and collaborating with diverse stakeholders (IT staff, consultants, business partners, end-users and management).Candidates must be able to pass a criminal records check.Specific knowledge, skills and abilities (KSAs) required for this role:Content Management System:Expert knowledge of content governance principles and best practices around content lifecycles.Expert knowledge of accessibility principles, testing practices, and WCAG 2.x standards.Expert skill in writing for the web.Expert skills in the five principles of plain language: use active voice, use common words instead of complex words, use a positive tone when possible, write for your reader, and keep words and sentences short.Advanced skills in Drupal content management system (CMS) editor interface and wysiwyg editor tooling.Advanced skills in working with Drupal CMS entity types (page, event, form, group, etc.).Advanced knowledge of analytics and metrics tools, eg: Google Analytics, SiteImprove.Working knowledge of website sitemaps and information architecture concepts and taxonomy development.Working knowledge of search engine optimization practices.Working knowledge of the principles of website usability.Basic knowledge of the Drupal administrative console.Basic knowledge of Drupal modules.Business Requirements, Analysis, and Project Management:Advanced knowledge of user journeys and personas.Expert skill in leading editor communities of practice.Working knowledge of data retention practices and policies.Working knowledge of Zenhub for Github, Asana, or other agile project management tools.Preferred Qualifications/Transferable skills:

Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
