Early Learning Communications Specialist .As the

Early Learning Communications Specialist

for the Preschool & Early Learning Division in the

Department of County Human Services

(DCHS), you will actively champion racial justice within early childhood programs and systems at Multnomah County and in the community. You will be responsible for content creation, graphic design, project management, and implementation of tasks and projects within the Preschool for All communications plan.You will design graphics and visual materials, coordinate paid media campaigns, support video production and photography projects, and build project plans that align with Preschool for All’s goals. You will be part of a team partnering with and building strong relationships with internal staff and external organizations, and gathering feedback to create culturally relevant messaging and to support program implementation. You will provide project support to the Preschool & Early Learning (PEL) Division Communications Coordinator, division leadership, and staff.

Primary responsibilities include:Utilize Adobe Creative Suite to design social media graphics, infographics, email campaigns, flyers, reports, and other publications.

Work closely with PEL staff to understand individual communications projects needs and scope; incorporate feedback from PEL staff and key partners into design revisions.

Produce communications content; gather, research, edit, write, and coordinate content that align with Preschool for All values and key messages.

Build project plans, including milestones and opportunities for feedback, and serve as project manager for communications projects.

Design templates for division communication and programmatic materials.

Establish and maintain positive relationships with media partners, including culturally specific media outlets.

Gather information and present paid media options to Communications Team and Division leadership that are aligned with the overall outreach plan and focused on Preschool for All priority populations and key audiences.

Coordinate paid media purchases and track effectiveness of paid media efforts.

Develop and collaborate on video concepts, editing, direction and production of videos in partnership with the Communications Team and other PEL staff.

Attend community/program events to film events or capture photos.

Provide input and feedback on communications strategies, projects, and activities; proofread draft communications materials.

Ensure timely distribution of materials and information with community partners, families, and preschool providers.

Gather feedback to inform needed changes to communication strategies and content.

Participate in Communications Team planning and regular meetings.

Support other Communications Team responsibilities, such as website updates, newsletter development, and social media as needed.

Ability to design graphic/visual content using Adobe tools, including InDesign.

Experience gathering and sharing stories - written, video, social media.

Strong skills in writing, proofreading, and editing.

Experience collaborating on and producing complex communications projects, and/or initiatives.

Experience creating content for materials, presentations, and websites, including graphics, photos, and videos.

Knowledge of early childhood education settings, systems, and structures.

Comfort with change.

Minimum Qualifications/Transferable Skills:Ability to promote a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values.

Bachelor's degree or equivalent practical experience.

Two (2) to four (4) years of experience in communications, graphic design, web communications/design, or marketing.

Ability to travel to appointments throughout Multnomah County.

Must pass a criminal background check.

Preferred Qualifications:Ability to speak, read, and write fluently in Spanish or Russian as well as English.
