Instructional Systems Designer (ISD)Worldwide Counter Threat Solutions (WCTS), an award-winning contracting firm, is recruiting for a highly qualified Instructional Systems Designer to support the development of critical products in alignment with Commander, Navy Reserve Force (CNRF) to support the CNRFC N73 Learning Standards Office including support to Air Logistics Training Center (ALTC) Learning Standards Office in direct support of the Chief of Naval Operations (CNO).

Overview or Scope:The CNRFC N73 Learning Standards Office has the responsibility of Curriculum Control Authority (CCA) for approximately fifty Navy Reserve-specific training courses supporting over 40,000 Reserve Sailors, which includes the evaluation of training data, training capabilities and interfaces, the revision of all currently developed training courses, the development of new training courses and training materials and to conduct technical analysis and evaluations as it relates to Navy Reserve training and education. The continuation of contractor support for planning, development, evaluation and implementation of training tools that are designed to improve efficiency and value of the Navy Reserve Training Programs is required to sustain the N73 support to the CNRFC.

Responsibilities include but are not limited to:Design and develop instructional materials, including online courses, e-learning modules, and training guidesProvide data entry services to enter approved course information into any other identified electronic systems as required by CNRFC and higher authorityCreate and implement assessment tools to measure learning outcomes and effectivenessCollaborate with subject matter experts to ensure accuracy and relevance of contentDevelop and maintain project plans and timelines for instructional design projectsUtilize multimedia and technology tools to enhance instructional contentConduct formative and summative evaluations to improve instructional materialsProvide training and support to instructors and facilitators on the use of instructional materials and technologyRevise and update existing instructional materials based on feedback and changing requirementsEnsure instructional materials comply with accessibility standards and guidelinesManage multiple projects simultaneously and meet deadlines effectively Gather material from SMEs and transform it into eLearning module creation using a standard storyboard format or adopt a rapid development strategy

Requirements:Active Secret ClearanceA minimum of five (5) years' experience as an ISDEvidence of experience with:Authoring Instructional Materials (AIM)Content Planning Module / Learning Object Module (CPM/LOM)Open source e-Learning development software such as GIMP, SeaMonkey, Avidemux/OpenShot, Audacity, Synfig, Scribus, InkScape/Open Office DrawAdobe products such as Adobe Photoshop Creative Cloud (CC), Adobe Illustrator CC, Adobe Captivate CC 2017, Adobe Audition CC 2017, Adobe Premiere Pro CC 2018, Adobe InDesign CC 2018, Adobe Acrobat Professional, Microsoft Office MAC 2016 and Microsoft Excel, Microsoft Word, and Microsoft PowerPoint

Working knowledge of Catalog of Navy Training Courses (CANTRAC), Enterprise Naval Training Reservation System (eNTRS), Corporate enterprise Training Activity Resource System (CeTARS), and Fleet Training Management and Planning System (FLTMPS)Knowledgeable of the NETC programs, policies and procedures, including instructional systems design, E-Learning, teaching methodologies and similar NAWCTSD software TBD, and training requirementsExcellent oral and written communication skills to create an effective learning environment.

Desired:A degree in Instructional Design or related major from an accredited universityPrevious experience with the Navy or defense organizations.Relevant certifications to instructional systems design including, but not limited to:PMP CertificationCertificates in eLearning or Instructional DesignInstructional System Design Training Program CertificationAdobe Certified Professional
