Minimum Qualifications A bachelor’s degree in Education, Cultural Studies, Languages, Social Work, Public Administration, Public Relations, Communications or a related field* and four or more years of experience in the coordination of services designed to assist individuals with limited English proficiency (LEP) which includes one year of supervisory experience. This experience must also include a cultural competency and knowledge of programs specifically designed for the needs of a culturally diverse population. *Related degrees include but are not limited to degrees such as Human Services and Sociology.Preferred qualifications include: The preferred candidate will be proficient in at least one language other than English and have five years of experience in community outreach programs in a supervisory role, including overseeing social action and participatory research, strategic planning for social justice; have polished public relations skills, and a strong background in communications and public speaking. This experience must include cultural competency and knowledge of programs specifically designed for the needs of a culturally and linguistically diverse population. In addition, must be highly proficient in at least one language other than English. A master’s degree in a related field may substitute for one year of the required experience.

Duties Description Under the supervision of the Deputy Director of Language Access, the Community Collaborations and Outreach Manager and assist the New York State Office of Language Access, housed within the Office of General Services, in identifying, developing and maintaining the necessary partnerships to oversee the efficient and effective implementation of the language access law; implementing a strategic outreach approach and developing mechanisms to obtain the community feedback needed for the office’s oversight and strategic planning activities. Duties may include, but are not limited to:• Designing and implementing a strategic community outreach approach, including organizing and attending meetings with key stakeholders, attendance to relevant events and more• Building relationships with community-based organizations, non-profit organizations and advocates whose work intersects with language access.• Tracking outreach efforts completed within the role and for the office to organize community contacts made, measure impact and determine gaps to address.• Developing and implementing mechanisms to obtain community feedback on a regular basis and in a structured way to report including survey tools, targeted events, collaborations with other organizations and more.• Identifying opportunities to educate and train key partners across different levels of government, community-based organizations and beyond about language access rights in New York State• Creating and maintaining calendar of public-facing campaigns and events to raise awareness about language access right in New York State and solicit feedback as needed.• Identifying and collaborating with relevant stakeholders, including community-based and non-profit organizations, to collect data relevant to OLA’s work, including language data not currently available through the American Community Survey • Researching and locating opportunities to collaborate with community-based organizations and non-profits to aid agencies covered under the law in the efficient and effective implementation of the law (e.g., data collection, cultural relevance review and consultations, event coordination, ad hoc trainings, etc.)• Conducting research about and building relationships with other government offices focused on language access to share and obtain knowledge regarding initiatives and best practices. • Overseeing the creation of language access rights training and educational materials by the Training Coordinator for key stakeholders, including State Agency Language Access Coordinators, state agency staff that interact with the public and external partners in the community, such as advocates and community-based organizations, language services providers and beyond.• Supervising the Training and Development Coordinator and the planning and implementation of the Language Certification Program.• Traveling as needed, within New York State mainly, to conduct outreach in different regions.• Responding to public information inquiries on translation and interpretation services.• Participating in and supporting statewide outreach initiatives involving sensitive cultural issues and language barriers. • Attending meetings with advocates, legislature, state agencies, and other stakeholders as needed.
