Job Details

JOB SUMMARY: Supervises scheduled projects, special projects, and field staff assigned to a project. Ensures quality control for the projects, maintains required records and reports. Schedules and provides training for staff.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:

1. Schedules and coordinates work activities for assigned projects(s) with local officials, other agencies, other projects, contractors and subcontractors. May be required to incorporate delivery of program in conjunction with other related programs within assigned community/communities.

2. Ensures that all work meets established quality standards. Ensures work site is clean upon completion of work and all trash is disposed of properly.

3. Supervises storage and security of project materials, equipment and supplies. Supervises inventory of materials upon arrival at project location and at job completion.

4. Monitors required documentation for all materials and labor used to complete each job. This includes day to day record of material usage, labor hour time sheets, and local purchases.

5. Reviews and processes new hire paperwork for field staff.

6. Assists the Manager in determining overall labor requirements for assigned project(s). Supervises field staff and work crews.

7. Provides on the job training to field staff as required and delivers community training workshops as needed. Maintains a safe work environment by providing aggressive oversight to minimize work place hazards; ensuring workers receive appropriate safety training and consistently monitor work crews to ensure safety rules are being followed

8. May be assigned to different work locations to assist with production, labor, material, and construction situations.

9. Reviews staffing budgets and performs duties while remaining within budgeted perimeters.

10. Performs other duties as assigned.

WORK ENVIRONMENT/JOB CONDITIONS:

1. Agency is a mandated tobacco, drug and alcohol free workplace.

2. Possibility of exposure to dust, mold and lead-based paint.

3. Exposure to second-hand smoke, perfumes, cooking and other usual household cleaning products and air freshener fumes and odors.

4. Must be able to work weekends, and long hours during peak work periods.

6. Uses computers and computer programs effectively to enter data, create spreadsheets and process information, and, develop documents, and program and training materials.

9. Must have the ability to operate the following equipment: desktop computer, telephone, copier, PC printer, and fax machine.

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

1. While performing the duties of this job, the employee is regularly to grasp, type, see, talk, hear, and lift and carry 50 pounds of weight by utilizing proper lifting techniques and working in a safe manner. This position will also be performing physical activities such as climbing, lifting, balancing, walking, stooping, bending, and handling materials.

2. Occasionally performs sedentary activities that require sitting for long periods and repetitive use of hands, wrists and arms for handling, positioning, moving materials, and manipulating things.

3. Must be in good general health and free from serious physical, mental health and/or substance abuse problems.

POSITION TYPE/EXPECTED HOURS OF WORK:

This is a temporary, seasonal full-time position. Days and hours of work are Monday through Friday, 8 a.m. to 5 p.m. or hours vary with location. Occasional evening and weekend work may be required as job duties demand.

TRAVEL:

Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected. Occasional travel in and outside of Alaska.

EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION:

1. Must be at least 18 years of age.

2. State and federal background checks, including fingerprints, may be required.

3. High school diploma or GED.

4. Six (6) years' experience as a crew foreman for house construction or remodeling.

5. Must wear common protective and safety equipment such as safety shoes, glasses, gloves and hard hats.

6. Ability to read and understand blueprints.

7. Must have the ability to use abdominal and lower back muscles to perform required manual labor repeatedly or continuously over time without giving out or fatiguing.

8. Ability to function independently without direct supervision.

9. Ability to train, assist and supervise lower range staff in their daily tasks and routines.

10. Responsible work ethic with reliable attendance.

11. Ability to communicate and interact with people of diverse cultures.

12. Ability to resolve problems in a timely and efficient manner.

13. Professional attitude and demeanor and ability to effectively represent the agency to local residents as well as tribal and city officials.

14. Proven ability and willingness to be self-directed in problem solving and decision-making and perform basic assignment while also working effectively as a team member.

15. Demonstrated intermediate level of computer skills necessary in order to use and create documents and reports, spreadsheets, workshop materials and slide presentations, and to enter data into intricate database programs and proficient use of Microsoft Word, Excel, PowerPoint, Publisher, and Outlook.

16. Must keep all matters concerning participants in strictest confidence as required by HIPAA privacy and the 42 CFR, Part II confidentiality regulations.

17. Must be able to provide own transportation to meet work schedule requirements.

18. Must have a valid driver's License and maintain a valid driver's license throughout the course of employment. Must provide a copy of current driving record from the Department of Motor Vehicles annually.

19. Must have an insured vehicle, present proof of insurance, and maintain proof of insurance throughout the course of employment.

20. Agency recommends annual TB screening and physical as part of employee's personal wellness plan (Recommendation - Not a requirement of this position)

PREFERRED EDUCATION AND EXPERIENCE:

1. Two (2) years' experience at the Weatherization or Construction Specialist level with an organization providing AHFC funded Weatherization Program, or documented equivalent experience elsewhere (Weatherization Tech II) etc.

2. Expert knowledge of AHFC Weatherization Programs rules and regulations.

3. Expert knowledge of residential building codes.

4. Expert knowledge of energy conservation materials, measures, and technologies.

5. Bilingual in other languages and dialects.
