The Oregon Liquor and Cannabis Commission is seeking a talented individual to lead our dynamic team as Director of Communications (Communications Manager 3), playing a crucial role in the Communications Division at OLCC.This is a Director of Communications (Communications Manager 3) classification (management executive service, supervisory) and is not represented by a union. This recruitment will be utilized to hire one full-time, permanent position.The hiring manager for this position is Tara Wasiak, Agency Deputy Director.What you will do (Major Purposes of the Job):The purpose of this position is to develop, implement, and direct comprehensive communications and public relations programs that effectively and positively communicate the mission of the agency. To manage strategies to increase public awareness of the agency's programs, policies, public safety initiatives, and contributions to the State of Oregon. To serve as primary media spokesperson for the agency, and to serve as point of contact for media issues for all divisions. To work with executive staff and commissioners on development and approval of statements and press releases as needed.To develop and direct an internal communication strategy and messaging to employees, keeping them informed of agency’s events, developments, and opportunities. To direct the public records functions ensuring the agency is providing excellent customer service and adhering to public records management policies.Responsible for media relations, social media, graphic design services, photographic services, agency website, SharePoint intranet, and publication development.The Communications Director is responsible for overseeing the Communications and Public Records sections, is a member of the Executive Team, and serves on agency committees and project teams.Who are we?The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state's Liquor Control Act and regulating the production, processing, and sale of recreational marijuana in Oregon through the Control, Regulation and Taxation of Marijuana and Industrial Hemp Act.The agency is comprised of three major operational programs; the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC distributed more than $600.4 million in the last two years to Oregon’s General Fund, Cities, Counties, and Drug/Alcohol Abuse Programs. This money helps fund essential services such as schools, police, and healthcare for Oregonians.The Distilled Spirits Program oversees the distribution and sale of distilled spirits in the state. The Distilled Spirits division centrally purchases, warehouses, and distributes distilled spirits to Oregon’s independently operated liquor stores. OLCC’s Public Safety Program licenses and regulates businesses in the alcohol industry such as manufacturers, wholesalers, bars, restaurants, grocery, and convenience stores.The Recreational Marijuana Program is exclusively authorized to make recreational marijuana available to consumers and licensed businesses through retail marijuana stores. The program also tracks the growing, transporting, processing, and selling of recreational marijuana products. The Public Safety Program is responsible for licensing and regulating the operation of the recreational marijuana industry in Oregon.The following list represents the general Job Duties and Responsibilities of the Director of Communications (Communications Manager 3):Responsible for enhancing the agency’s image by directing comprehensive internal and external communications programs that effectively and positively communicate the mission of the agency.Provides leadership and direction to the Communications and Public Records sections to ensure effective and timely delivery of services.Monitors and supervises division operations to ensure program responsibilities and objectives are achieved, conducted within approved time frames and budgets, and in accordance with state and agency statutes, rules, policies, and legal requirements.Builds and manages a cohesive work unit through the development of individual employee development plans, workforce plans and succession plans, as well as providing coaching, mentoring and employee feedback.As a member of the executive leadership team, the director will assist in developing, implementing and promoting agency strategic planning goals and objectives. Responsible for developing long-term plans for communications/public relations programs, ensuring that services meet the changing needs of the agency.Responsible for supervising public records requests, media, website and public affairs line responses to ensure the division is providing excellent customer service in the area of public information. Responsible for monitoring media coverage for opportunities to provide both proactive and reactive agency communications strategies.Directs the handling of website and social media content to ensure that these communication channels accurately reflect a positive image of the agency, and that the website provides the public and agency partners with pertinent information.Responsible for developing positive working relationships with print, broadcast and online media representatives; responds to inquiries in a positive and timely manner.Responsible for strategic communications channels for industry partners, elected officials, and members of the commission via newsletters, email, letters, magazines, interviews, and providing talking points to subject matter experts.What do you need to qualify? Minimum Qualifications:Seven years of supervision, management, or progressively related experience; OR four years of related experience and a Bachelor’s degree in a related field.What we are looking for (Desired Attributes):Experience managing communications programs and public relations campaigns.Substantial experience in media relations, preferably in a political or public policy arena.Knowledge of print and broadcast media operations, and management principals.Understanding of the legislative environment and knowledge of Oregon’s political landscape.Strong understanding of political communication.Experience writing news releases, feature stories, talking points and statements.Ability to work with top-level management on strategies and approval of critical response statements.The knowledge of content strategies for business social media programs including Facebook, X, Instagram, LinkedIn, etc.Experience with promotional campaigns, to include developing themes and implementation plans.Promotional concepting, advertising, and marketing skills.Ability to work with external consultants in the advertising, research and communications industry.Experience in strategic planning for a business or agency and a division or work unit.Experience managing staff responsible for public records, social media, graphic design, websites a plus.Ability to apply management principles and practices, resource planning and budget development.The ability to multitask and remain calm in stressful situations that require short turnaround times and occasionally high-visibility responses.Independently motivated, with strong organization and planning skills.Written and verbal communication skills of utmost importance.Degree in business or public administration, communications, journalism, advertising, marketing or related field and 10 years of related experience.How are candidates selected?The selection process consists of a review of your application and an evaluation of your education, experience, training, and overall professionalism of your application materials. This position is not eligible to be fully remote. The position is based at our Milwaukie, OR headquarters HQ office. Please note that the headquarters for the agency will relocate from Milwaukie to Portland, OR by the end of 2026.Onsite, in-person interviews may be required.The salary listed is the non-Public Employee Retirement Systems (PERS) qualifying salary.
