09/04/2024Closing Date:Related positions are contingent upon board approval.The Maryland State Legislature has approved an ambitious capital improvement plan and a 4-member Memorandum of Understanding (MOU) for Baltimore City Public Schools to overhaul its school facilities over the next ten years. The Director, Community and Public Relations will be responsible for engagement and communications strategies, community and economic development planning, partnership liaisons, legislative relationships, and the implementation of associated processes for City Schools to successfully perform its responsibilities in these areas. Ensures close coordination and integration with design and construction project professionals across the 21st Century School Buildings Program.These efforts are developed and managed to meet the goals of the 21st Century Plan, the CEO, and the City Schools Board of Commissioners through the development and maintenance of partnerships with internal and external stakeholders to the program. Working in concert with the City Schools Office of Engagement and Communications, City Schools Board of Commissioners legislative staff, Chief Academic Officer, Legal Counsel, and School Operations, the incumbent will ensure the continuity of City Schools' standards, brand, and interests related to the 21st Century program while providing awareness of the planning, design, swing move requirements, and construction progress to the relevant communities. The incumbent will also perform conflict resolution between 21st Century schools leadership, parents, and community interest groups and serve as the key negotiator for agreements between City Schools and partnering organizations.Essential Functions:Leads an effective program execution of Board policies and district strategies around parent and community engagement and reporting for the 21st Century Plan.Works collaboratively with organized groups in the school system and designated school partners, including the City Schools Parent and Community Advisory Board (PCAB), city-wide PTA organization, Special Education Community Advisory Committee (SECAC), the Family League, neighborhood community associations, Baltimore City agencies, and others for input into program planning.Manages the activities regarding the 21st Century plan related to citywide education, recreation, community development, and parent advocacy groups and other community-based groups.Identifies and coordinates learning opportunities for students and school staff participation with architect and building teams as part of the 21st Century design and construction process.Serves as a liaison between City Schools' academics organizations and school communities to foster and communicate potential new instructional opportunities as a result of the modernized school design plan.Serves as the liaison between City Schools' operations and facilities organizations and school communities to communicate complex design specifications, the vision and functional requirements for new and renovated schools, relocation and swing space plans, and school program transitions for school leadership, students, parents, and the local communities.Develops and connects community partnerships that link to City Schools' priorities.Defines strategic direction for area of responsibility with approval from Executive Director.Acts as team leader for a variety of city and community planning programs. Assists partner organizations to effectively communicate and collect feedback that allows for successful progress for the program.Ensures appropriate levels of communication, including the selection of subject matter and informational materials, are created and distributed using a variety of media.Works with program staff, identifies potential funding sources to supplement the 21st Century Plan allocations, working with government agencies, businesses, philanthropic organizations, and others.Prepares and recommends schedules, estimates, and budgets to meet engagement and communications project goals.Organizes all coordinating internal controls consistent with both project and operational objectives.Performs and promotes all activities in compliance with equal employment and nondiscrimination policies, follows federal laws, state laws, school board policies, and the professional standards.Desired Qualifications:Bachelor's degree with an emphasis in management, education, business, or social organization. Graduate degree or coursework preferred. Degree must be from an accredited college or institution.Five years of supervisory, administrative, or leadership experience in training, system change, community organizing, or development in a non-profit, government, or business setting.Expertise with families and parent organizations or comparable community-based organizations.Thorough knowledge of types of methods of engaging parent/community in school activities.Familiarity with Federal Title I statutes and regulations that may affect family and community engagement.Experience in communicating complex information related to facilities design and engineering, educational enrollment and planning data, integrated community development planning.Excellent verbal and written communication skills, including the ability to make effective public presentations.Interpersonal skills that emphasize team-building.Ability to analyze data and systems that can affect parents, communities, and urban planning.Ability to work effectively in a high-paced environment, with deadlines, and multiple stakeholder viewpoints.Ability to work in a multidisciplinary team environment.Proficient in the knowledge and use of technical computer applications including Microsoft Office.Full time or Part time:
