Job Description

This is a non-merit position with the Iowa Communications Network (ICN) .Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

The

Telecommunications Facilities Director

is required to organize, plan, coordinate, and direct all of the necessary work and resources associated with Iowa Communications Network (ICN) facilities, Technical Assistance Center (TAC-Cabling), and outside plant departments.

The director is responsible for the strategic planning and maintenance of the organization's infrastructure. The position will report directly to executive management, and will manage Facilities, Technical Assistance Center (TAC-Cabling), and Outside Plant departments.This position will create functional strategies and specific support objectives. This includes the development of policies, procedures, and supporting the vision of the network and its facilities for the entire agency.

Telecommunications Facility Director Duties:Job functions that are required for this position include:Manage ICN Network Facilities located throughout the State including new and existing facilities. Manage facilities staff and ensure that projects are prioritized based on the needs of the business.Manage the development/creation of new facilities and provide maintenance to existing facilities. Manage relocation of existing facilities to new locations and decommissioning of existing facilities.Coordinate facilities activities with other ICN bureaus and teams.Supervise and evaluate the work of technical staff. Recommend personnel actions related to hiring, any disciplinary actions, job performance, leave requests, grievances, work schedules and assignments and follows the personnel policies and procedures of the ICN and State of Iowa.Manage 24x7 Network Operations Center (NOC) located at Joint Force Headquarters (JFHQ), network field maintenance, and vendor oversight.Provide oversight for fiber cuts and network disruptions/outages.Coordinate NOC and network field maintenance activities with other ICN bureaus and teams as necessary.Responsible for Technical Assistance Center (TAC) function. Manage the TAC staff and projects while coordinating with other ICN departments and teams.The position will be part of ICN's Leadership team and will participate in developing policies and procedures to implement the ICN's overall strategies.Participate in the evaluation and resolution of daily issues and be responsible for developing and maintaining the budget.Interact with customers to maintain positive relationships by understanding the work being performed for the customer with respect to facilities, outside plant and TAC.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:1) Experience equal to ten years of full-time telecommunications work in outside plant cabling installation, network maintenance management, network communications, network operations center management, professional civil or electrical engineering, telecommunications carrier operations, application of fiber optic principles, oversight of a router network, systems security, security information and event management, intrusion detection, telecommunications business planning and sales, or telecommunications financial management.2) All of the following (a and b):

a. Five years of full-time work experience (as described in number one); andb. A combination of a total of five years of full-time experience (as described in number one) and education, where thirty semester hours of accredited college or university course work in telecommunications, computer networking, electrical or civil engineering, computer science, business, sales, or accounting equals one year of full-time experience.
