Diaconia seeks a skilled Proposal Manager/Writer (PSA) to lead the development of technical solutions and proposals for federal government contracts. The PSA will play a crucial role in crafting compelling, compliant content that aligns with federal customers' needs, focusing on IT solutions. This position involves collaborating with leadership and technical teams to generate and refine proposal content, ensuring it meets all technical and regulatory requirements.

Key Responsibilities

Serve as the technical volume lead for prime IT proposal bids, creating and refining technical approaches and solutions as outlined in Statements of Work (SOW) and Requests for Proposals (RFPs).

Work closely with Diaconia's CEO, Executive Leadership, and proposal teams to develop IT solutions supporting the business pipeline and client needs.

Define, design, and implement technical solutions and approaches. Oversee content development and offer guidance during team reviews.

Prepare and review technical content, ensuring clarity, compliance, and alignment with federal requirements. Provide leadership in writing and revising technical sections.

Work with IT and subject matter experts to integrate customer needs into comprehensive technical solutions.

Stay current with emerging technologies and market trends relevant to Diaconia's core areas. Represent Diaconia at technical conferences and industry events.

Perform technical evaluations and provide guidance on technology roadmaps, ensuring alignment with business strategies.

Writing Skills

Excellent technical writing skills bringing knowledge and understanding of various technical disciplines into a compliant and well-written proposal, use cases, and white papers.

Experience and familiarity with major federal government technical acquisition/procurement strategies and government proposal processes (RFI, RFP, RFQ, IDIQs, BPAs, and Oral Presentations), in a full and open competition environment.

Must be able to write technical approach sections and lead technical volumes of proposals, take ownership of the sections, and work with technical teams, if available, to develop responses both internally and with teaming partners.

Brings knowledge and understanding of critical federal IT initiatives in agile, cloud, IT modernization, cybersecurity, data analytics, DevOps/DevSecOps, and industry trends.

Ability to apply technical knowledge to design and develop complex cloud and applications solutions.

Required Qualifications

Minimum of 3+ years leading and developing technical approaches for federal government contract proposals. Proven experience as a Lead Solution Architect for IT federal contracts.

Must reside in the DMV Metro Area and be willing to work in a hybrid capacity at the Gaithersburg, MD office.

Bachelor's or Master's in Computer Engineering, Information Technology, or a related discipline.

Strong knowledge of federal IT contracts, including experience with DevOps, Cloud, App Dev, and Infrastructure Engineering. Ability to design complex IT solutions and develop CONOPs.

Excellent technical writing capabilities with experience in federal government acquisition strategies and proposal processes (e.g., RFI, RFP, RFQ).

Strong organizational and leadership abilities. Capable of managing technical teams and interacting with various stakeholders.

Highly organized with the ability to work independently and manage multiple tasks.

Enthusiastic about IT innovations and continuous learning.

Experience developing solutions for federal agencies that include DOD, DHS and DOJ.
