Major Functions

The County of Volusia is seeking a Full Time - Marketing Specialist for the Community Information Division. This position is located in DeLand, Florida. This position includes, but is not limited to, responsible, professional work researching, developing, and implementing countywide marketing and public relations programs, and serving as a public information officer for Volusia County Government. This position is also responsible for further development of the County's social media initiatives.

Illustrative Duties

The omission of specific duties does not exclude them from the position.)Works with internal county departments and divisions, external agencies and business development organizations and other entities to develop cooperative marketing strategies. Serves as account representative to internal divisions to execute marketing and public relations programs.

Develops, implements, and manages the day-to-day communications on the County's social media pages, while continuously trying to find better ways to improve impressions, reach and engagement of messaging.Ensures adherence to the County's social media guidelines and serves as an educational resource for social media liaisons within the County.Develops digital/programmatic marketing and search engine marketing initiatives as needed for public messaging and recruitment efforts.Assists the Community Information and County Manager's Office team members on project-specific inquiries, events and activities.Formulates and implements public relation programs and projects.Creates, coordinates and/or produces media materials for programs and special events/projects such as brochures, pamphlets, news releases, posters, etc., as well as the County's employee newsletter.Develops collateral materials including brochures, advertisements, publications, etc.Develops marketing plans and procures advertisements as needed. Develops communication campaigns and advocates for the County's brand.Assists with website design and navigation, and performs basic editing.Attends, assists with, or delivers presentations to the public at large.Analyzes the value and return on investment with marketing initiatives, tracks and assesses social media metrics, and continually explores ways to optimize the delivery of public messaging efforts.Attends work on a continuous and regular basis. May need to work evenings or weekends on occasion.Responds to and is deployed to work throughout emergency situations such as hurricanes, tornadoes or other hazards requiring emergency public messaging.Must adhere to Federal, State, County and Local ordinances.Performs other duties as assigned.Minimum Requirements

Bachelor's degree in Public Relations, Marketing, Advertising, Communications or related field, and two (2) years of experience in marketing, public relations, advertising, or related field.

Must possess and maintain a valid Florida driver's license.

A comparable amount of education, training, or experience may substitute for the minimum qualifications.

Knowledge, Skills & Abilities

Knowledge of strategic market-oriented planning processes.Knowledge of skills and responsibilities of social media messaging, digital/programmatic advertising and search engine marketing.Knowledge of skills and responsibilities of a public information officer.Knowledge of skills and responsibilities of a print or television news reporter - writing, editing, and on-camera talent.Knowledge of skills and responsibilities of a public relations practitioner.Ability to develop marketing and public relations strategies.Ability to meet time-sensitive deadlines.Must be able to travel.Skilled in crisis communication.Ability to work under stressful conditions.Ability to interact effectively with others.Must be able to relocate to other county locations based upon operational needs.ADA REQUIREMENTS

Physical Demands:

Ability to see, hear, talk finger dexterity. Ability to lift, carry, push and/or pull 15 pounds (e.g. tables, chairs, pop-up tents), bend, reach, and kneel. Visual acuity (e.g. depth perception, peripheral vision) necessary to operate a motorized vehicle.

Environmental Demands:

Primarily inside work with occasional exposure to heat, wind, cold, and/or humidity.

Mental Demands:

Ability to read and comprehend technical and professional manuals and journals; reports, summaries, memos and letters. Ability to perform advanced mathematical functions including statistics and ratios. Analytical ability to devise programs, plans and ideas from statistical information. Ability to speak publicly and extemporaneous; conversant in theories and techniques of discipline. Ability to write pamphlets, brochures, media materials.
