POSITION SUMMARY

Responsible for the efficient response to emergency and non-emergency communication services. Performs a variety of specialized and routine tasks in the provision of coordinating and relaying emergency information as well as maintaining records or performing other assigned tasks.

ESSENTIAL FUNCTIONS

Obtaining essential information via emergency (9-1-1) and non-emergency telephone lines. Independently prioritizing and determining appropriate action for processing all incoming calls for service, to include relaying information to all city employees via radio communications (police, fire, city workers) and providing callers with the appropriate advice or referral Operates and monitors two-way radio channels, Computer Aided Dispatch (CAD) applications and other related emergency communications equipment systems while efficiently gathering, prioritizing, and documenting caller information Accesses and operates multiple computer systems including local and state database systems to verify information, systems to locate existing or prior warrants, protective or other judge signed orders and officer safety information and effectively communicate this information to officers. Access and operate the Texas Law Enforcement Telecommunications System (TLETS/ Openfox) system including, but not limited to persons, vehicles, driver's licenses, guns, articles and Computerized Criminal Histories files to query, enter, modify, clear and cancel data

May coordinate testing of civil defense system and cable television emergency warning systemReceives requests by radio, phone, electronic format or fax from law enforcement, fire/medical personnel, and other public safety agencies to access, enter, retrieve and disseminate records to include motor vehicle records, stolen property, wanted persons, and criminal history files utilizing local, state and national database systems; prioritize and effectively relay information in proper format to requesting agency. Contact outside public service divisions as requested and relay information as required

Ability to work the allocated hours of the position and be willing to report for duty on short notice at any hour of the day or night. Ability to work holidays, weekends, and other assigned shifts via shift work scheduling

Performs other duties as assigned within the scope and responsibilities of the position

REQUIRED QUALIFICATIONS

This position is included in the Emergency Communications Series based upon the following criteria:Documentary evidence of graduation from an accredited high school or successful completion of the General Educational Development Test

Training and experience using a personal computer Microsoft Office

Ability to type 40 words per minute (WPM) US Citizenship required per Texas Commission on Law Enforcement (TCOLE)

Grade 4/B21Emergency Communications Recruit: First level in series.Non-Licensed Probationary level entry Will be required to obtain the TCOLE Telecommunications Basic Proficiency Certificate within six (6) months of employment

Grade 6/B23Emergency Communications Technician: Second level in series.TCOLE Telecommunications Basic Proficiency License

Less than Three (3) years' experience as a licensed TCOLE Telecommunicator in an emergency communications department

Grade 7/B24/B31Emergency Communications Specialist: Third level in series.TCOLE Telecommunications Basic Proficiency Certificate Three (3) years' experience as a licensed TCOLE Telecommunicator in an emergency communications department

LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS

Valid Class C Texas Driver License Appointment will be conditional upon successful completion of the following pre-employment checks:

PART I: INSURANCE

The City of Rosenberg offers health and life Insurance to all full-time employees with eligibility beginning on the first (1st) day of the month following date of employment.

The City has implemented a premium incentive deduction for all employees enrolled in the City's health insurance program, who have not used tobacco products in any form in the past three months and continue to not use tobacco products.

(5) LIFE AND AD&D INSURANCE:The City automatically provides Basic Life Insurance for all eligible employees at no cost. Basic Life Insurance is $25,000 with no option to add additional coverage. The benefit is paid to your beneficiaries in the event of your death.

(6) LONG TERM DISABILITY:The City provides employees with Long Term Disability in the amount of 60 percent of your salary (depending on position category) to a maximum of $5,000 per month. Benefits begin after 90 days of disability and may continue to Social Security Normal Retirement Age (SSNRA). Benefits will be offset by any payments from SS, Workers Comp and other income offsets.

(7) WORKERS' COMPENSATION:All employees are covered under the Texas Workers' Compensation Insurance program through the Texas Municipal League. Eligibility for benefits is automatic and effective on the date of hire.

(8) SUPPLEMENTAL TERM & WHOLE LIFE, CANCER & AD&D INSURANCE:The City of Rosenberg offers you a variety of voluntary benefits. If you enroll, you pay the full cost of coverage and are able to use a payroll deduction.

PART II: SAVINGS PLANS

(9) TEXAS MUNICIPAL RETIREMENT SYSTEM (TMRS):Participation in the system is mandatory for all regular full-time employees. Each employee contributes at a rate of 7 percent of his/her gross wages. The City contributes to each employee's account at a 2:1 ratio. Vesting is 5 years of service. Retirement is 20 years of service at any age or 5 years of service at the age of 60.

(10) DEFERRED COMPENSATION 457(K) PLAN:Plans available through MissionSquare Retirement, DearBorn & Creggs, and Nationwide Retirement Solutions. Employees may enroll at the time of hire and throughout the year.

(11) SECTION 125/FLEXIBLE BENEFITS PLAN:Allows you to contribute pre-tax salary into an account to be used to pay certain medical, dental, vision, and hearing care expenses not covered by insurance for yourself or a dependent within the meaning of Section 152(a) of the Internal Revenue Code. Dependent childcare is also available.

PART III: HOLIDAYS/LEAVE

(12) HOLIDAYS:New Year's Day, Martin Luther King Jr Day, Memorial Day, Good Friday, Juneteenth, Independence Day, Labor Day, Fort Bend County Fair Day, Veterans Day, Thanksgiving Day, Friday following Thanksgiving Day, Christmas Eve, Christmas Day, and two (2) Personal Holidays

(14) SICK LEAVE:Sick leave is earned at the rate of one day per month. Firefighters will accrue ½ shift per month. For the purpose of computing sick time credit during the first year of employment, credit is given for the first month provided the employment date is the 15th of the month or earlier.

(15) LONGEVITY PAY:Begins after one year of service. $7.50 per month will be provided for each year of service rendered to the City. Longevity pay is an addition to your base salary and is paid annually, in December.

PART IV: MISCELLANEOUS PROGRAMS

(16) EMPLOYEE ASSISTANCE PROGRAM (EAP):Available through Dear Oaks EAP, provides assistance for employees and their immediate family members in the event of an emotional, family, legal, medical, substance abuse and/or financial problem. The EAP is available at no cost to the employee.

(18) EMPLOYEE AWARDS LUNCHEON:Each December the City holds its annual employee Awards Luncheon. Lunch is provided and various awards are given out.
