In addition to providing oversight of USAID, the OIG provides oversight of the U.S. African Development Foundation (USADF), the Inter-American Foundation (IAF), and Millennium Challenge Corporation (MCC).DutiesThe Director, Office of Communications and Innovation supervises a broad range of administrative responsibilities and programs that are essential to the effective functioning of OIG. These programs are integral to advancing OIG's mission and strategic objectives.As Director, Office of Communications and Innovation you will:Lead and manage multiple critical enterprise-wide programs including strategic communications, organizational development, internal controls and process improvement, and Diversity, Equity, Inclusion and Accessibility.Manage and oversee the tracking of the organization's performance goals against the OIG's Strategic Plan.Evaluate employee engagement (e.g., through the Federal Employee Viewpoint Survey or other similar tools).Develop dashboards and other data tools to inform executive decision-making.Work with OIG organizations to help identify and implement process improvements.Coordinate the annual awards ceremony efforts and other similar activities focused on employee engagement/recognition.Collaborate with other OIG Senior Leaders to ensure program offices are carrying the IG's initiatives.Advise on the formulation of policy and procedures related to OIG-wide programs and initiatives.RequirementsConditions of EmploymentUnited States Citizenship is required.Relevant experience (see Qualifications below).The individual selected will be required to file an Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.Initial Senior Executive Service (SES) Career appointees are subject to a one-year probationary period.Males born after December 31, 1959, must be registered with the Selective Service.Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.Successful completion of pre-employment and random drug testing may be required.This position requires the incumbent to successfully obtain and maintain a top secret/SCI clearance.Travel to overseas and domestic locations is required.QualificationsTo meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), the Mandatory Technical Qualifications, and other qualifications, if applicable, listed below.MANDATORY TECHNICAL QUALIFICATIONS (TQs):MTQ 1 - Demonstrated ability and or experience leading the development of strategic plans, including working across organizational entities; responding to external and internal surveys, and changing regulations; analyzing alternative courses of action; communicating results and/or an effective way forward; and implementing decisions to meet mission needs.MTQ 2 - Demonstrated ability or experience overseeing the development and quality control of executive materials and documents released to the public, such as audit and evaluation reports; organizational assessment; performance management reports; policy and procedures manual chapters; and reports to Congress.MTQ 3 - Demonstrated experience leading and directing agency wide initiatives that improve the efficiency and effectiveness of the organization, including planning, managing, and implementing complex projects; defining projects' scope, resources, goals, and deliverables.EXECUTIVE CORE QUALIFICATIONS:All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately, not to exceed 10 pages.ECQ 1 - Leading Change: Ability to bring about strategic change to meet organizational goals.ECQ 2 - Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals.ECQ 3 - Results Driven: Ability to meet organizational goals and customer expectations.ECQ 4 - Business Acumen: Ability to manage human, financial, and information resources strategically.ECQ 5 - Building Coalitions/Communications: Ability to build coalitions internally and externally to achieve common goals.Additionally, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:Directing the work of an organizational unit;Ensuring the success of one or more specific major programs or projects;Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance;Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.Qualifications Approval and Probationary Period:

Persons newly selected for a career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.Education:
