Job Description

The Division of Elections for the State of Alaska is looking for a

Public Relations Manager to help us keep our elections

Secure, Accurate and Fair!

What you will be doing:

The Division of Elections is seeking a dynamic individual to join the Director's Elections Office team in Juneau. Under supervision of the Director, this position has primary responsibility for providing comprehensive planning, coordination implementation and logistical support for the outreach and dissemination of election related materials and information to the general public and division staff.

EXAMPLES OF DUTIES:

Ensures that public notices and voter information produced by the Division of Elections adhere to Alaska statutes and regulations.Prepares ad copy, publications, public displays, lectures and public presentations on election related issues.Prepares the placement of advertising regarding planned elections, regulations and otherpublic notices. This includes; soliciting and consolidating specific data from regional supervisors, determining district and precinct consolidation for placement in the news media, and assuring all statutory deadlines are met.Development of Division's media plan and development of media guide prior to the Primary and General elections.Coordinates outreach efforts for state and federal elections including; public notices, newspaper and radio advertising, public service announcements, direct mail and other publications such as brochures.Appoints, trains, and supervises temporary staff assisting with the creation and dissemination of the Official Election Pamphlet.Coordinates the publication of the Ballot Measure Pamphlet (BMP) and Official Election Pamphlet (OEP) which includes; creating design specifications, preparing invitation to bid for printing and reproduction, set guidelines for format and approve final layouts, coordinating the pre-award conference with potential vendors, coordinating with the ballot printer for camera ready sample ballots, and assuring all statutory requirements and timeframes are met.Serves as the division's coordinator for groups wanting to conduct exit polls. This includes, compiling requests from regional offices and outside groups, preparing correspondence and distributing badges.Serves as the division's social media expert in monitoring accounts and providing outreach information.Familiar with web technologies such as html, css, WordPress, and/or website accessibility. Responsible for building new webpages and updated existing webpage content, plus working to ensure pdfs and page content meets ADA accessibility standards.Assists with the development and preparation of informational brochures.Maintains division forms that are assigned to the position to ensure they are meeting statutory and regulatory requirements.Provides information to the members of the public or other state agencies regarding; voter registration, polling places, absentee voting, candidacy, petitions, programs, and services of the division. This information may require interpretation and explanation of policies, regulations, and statutes which may be provided orally or in writing. The work requires considerable tact and discretion in sensitive areas.Tracks and responds to media requests.Assists in the processing of signatures for candidate nominating petitions and recall petitions as needed.Our organization, mission, and culture: The Division's mission is to ensure public confidence in the electoral process by administering voter registration and elections with the highest level of professional standards, integrity, security, accuracy, and fairness. The administrative team provides support for all voter registration and election management functions. In an election year, overtime is required.

After successfully completing a period of probation, employees in the class achieve permanent status in the Division of Elections. The ideal candidate will have the following knowledge, skills, & abilities:

Excellent communication skills including the ability to explain difficult concepts to non- technical people.Strong analytical ability.Strong organizational and self-motivation skills and a proven concern for detail and accuracy.Knowledge of principles and techniques of application administration, system analysis, design, and project management.Ability to handle multiple tasks simultaneously and adapt to changing environments.Ability to work under pressure with a high degree of independence and accuracy.Ability to read, understand and apply information in technical manuals and journals.Ability to quickly learn computer applications (reporting software, data integration software, etc.) including applications with little documentation.Ability to investigate problems or situations, establish the relevant issues, facts involved and evaluate their significance.Ability to supervise, evaluate and train temporary staff.Ability to lift 25 pounds.Ability to maintain a high level of confidentiality.Minimum Qualifications

Bachelor's degree from an accredited college AND two years professional or administrative experience in computer science, communications media, research, public administration or a closely related field.

OR

Six years of professional or administrative experience in computer science, communications media, research, public administration or a closely related field. Administrative services requiring independence, judgment and initiative in prioritizing and organizing work.

OR

Any combination totaling six years of education from an accredited college AND professional or administrative experience in computer science, communications media, research, public administration or a closely related field.Additional Required Information
