High School Diploma or GED Certificate.

Bachelor's Degree in Business Administration. Masters of Business Administration (MBA) preferred.

10+ years of experience in a senior/executive operation management role at a large carrier or Internet service provider company.

8 years of Carrier Class Fiber Optic Network construction, operations, maintenance, marketing and sales, budgeting and accounting experience.

Customer and vendor contract negotiations experience.

Experience in governmental relations at the local, state, and federal level preferred.

Bilingual English/Navajo preferred.

Valid Driver's License required (subject to motor record review).

JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:

Improves staff effectiveness by counseling, training and recommending corrective action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.

Oversees the supervision of personnel, which includes work allocation, time approval, hiring, training, orientation, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.

Develops measurable performance expectations for assigned staff according to department goals and objectives.

Ensures overall wellbeing of NTUA's Carrier Class Fiber Optic/Microwave Network, including P&L, customer service, network design and reliability, sustainability, and strategic planning.

Contributes to the accomplishments of the communication systems strategic objectives by managing, planning, organizing and directing functions required to operate and maintain activities and services for Communication Systems Engineering, Planning, Construction, Maintenance, Operations, Sales, Marketing, Contract Negotiations and Regulatory Compliance.

Ensures compliance with rules, regulations, and policies of enforcement agencies.

Contributes to the achievement of financial objectives by assisting the Deputy General Manager in the preparation and administering of the annual budget; reviews and approves expenses, write offs and work order fund processes; presenting and justifying budget recommendations to appropriate personnel.

Assists Deputy General Manager in operations of Communication Systems, including network operations, engineering, construction, equipment procurement and deployment, marketing and sales, with a detail-oriented and budget-focused mindset.

Prepares and presents reports to the Deputy General Manager.

Develops and implements strategies, procedures and business plans needed to enhance company growth.

Works with NTUA Financial Division on financial projections and analysis of existing programs and policies. Provides quarterly revenue forecast to Deputy General Manager, evaluates revenue performance, and suggests corrective action.

Assists Deputy General Manager in developing 3- and 5-year business plans with major Goals and Objectives. Participates in the development of 5- and 10-year Strategic Plans.

Translates strategy into accountable goals for performance and growth to Department Managers within Communication Systems Division.

Analyzes, evaluates, and approves pricing.

Works with NTUA Public Affairs Department to develop material that explains Communication Systems, projects, services, and customers.

Works with the Deputy General Manager and Division Leadership team to set company performance goals.

Contributes to Division employee productivity, building a highly inclusive culture ensuring team members thrive and organizational outcomes are met.

Cultivates and provides opportunities for rising talent within the organization.

Delegates production, marketing and sales tasks to core teams while maintaining relationships with business partners, vendors and distributors.

Audits the efficiency of current business structure to help solve problems.

Assists the Deputy General Manager with Vendor and Customer contract negotiations.

Ensures NTUA meets FCC and USAC regulatory compliance and reporting.

Ensures all Communication Systems services are being properly invoiced, according to contract.

Ensures communication systems construction, customer service, operation and maintenance standards are upheld.

Promotes employee safety awareness and ensures compliance with local, state and federal regulations, laws and enforces rules and regulations.

Participates in the planning process for future development and growth of the business. Monitors the revenue, capital and operating budgets for communication systems.

Reviews proposals and contracts for major communication constructions, with funding sources, provides reports to the appropriate funding agencies and ensures funds are received for the Authority's work.

Collaborates with the management team to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to achieve objectives of the company.

Maintains professional and technical knowledge by: conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publication; establishing networks; participating in professional societies; and conferring with representatives and contracting agencies and related organizations.
