Considering applying for this job Do not delay, scroll down and make your application as soon as possible to avoid missing out.The Position The Economic Development Manager (U) assigned in Marketing is responsible for developing and administering high-profile marketing initiatives, programs, and projects relating to business recruitment and development, small business initiatives, department managed programs, and business retention and expansion efforts. This position is in the Unclassified Service and serves at the pleasure of the appointing authority.This recruitment will be used to fill one (1) vacancy in the Economic Development Department.

Essential Functions

Provides expert advice, support, and planning for developing and administering high-profile marketing initiatives, programs, and projects relating to business recruitment and development, small business initiatives, department managed programs, and business retention and expansion efforts.Directs advertising and marketing activities including branding, strategic research, writing, presenting, creative development and production of advertising and placement, developing, negotiating, and implementing promotions and sponsorships for integrated regional advertising campaigns and cooperative programs.Monitors performance metrics and provides comprehensive reports on the department’s marketing and advertising activities and initiatives.In collaboration with the Department Director and department staff, produces a comprehensive annual marketing and sales plan and corresponding budget for each fiscal year as well as quarterly updates.Responsible for monitoring and managing the department’s external facing digital platforms including social media and website to ensure quality of information and that communications meet brand standards.Provides marketing materials and logistic support for team members attending tradeshows, conferences, and sales missions by developing collateral and procuring promotional items, booth space, and accompanying amenities.Manages the department’s inventory of marketing collateral and promotional items.Works closely with the Department Director and department staff to design infographic brochures and promotional materials to support the department’s day to day outreach, City-wide real estate opportunities, and customer engagement.Engages in analysis of data and industry trends to better support the City’s value proposition of being a premier location for business.Provides presentations to City leadership, Commissions, community partner organizations, and to the City of San Bernardino Mayor and City Council as required.Provides marketing support and direction on department initiatives related but not limited to: Business Attraction, Business Retention & Expansion, Small Business, Event Attraction, and Workforce Development.

Job Requirements:Knowledge of:

Administrative management, project management, and personnel management.General marketing, media, and public relations practices.Urban planning principles and practices.Commercial and residential real estate development practices.Economic development principles, practices, and implementation methods.Area resources, physical locations, and landscapes; topographical and climatological considerations.Developing and implementing marketing plans; policies, rules and regulations governing the conduct and safety of persons using municipal facilities, programs and equipment.Purpose, use, and benefits of community programs and activities.Community resources and support agencies.Principles and techniques of records and program management.Personal computers, and standard business software applications such as but not limited to Microsoft Office Suite (Excel, Word, and PowerPoint).City policies and procedures to successfully meet established goals and objectives.City human resources policies and labor contract provisions.Customer Relationship Management (CRM) systems.Best practices in Economic Development as set forth by the International Economic Development Council (IEDC) is desirable.Federal, state, and local programs, grants, and resources related to economic development.Website management tools including but not limited to: WordPress, Google Analytics, Granicus, Civic Live, etc. is desirable.Skill in:

Assessing and prioritizing multiple tasks, projects, and demands.Expressing oneself clearly and concisely orally, graphically and in writing.Analyzing issues and making logical recommendations.Handling details and achieving personal goals through personal effort.Maintaining composure in difficult or tense situations.Establishing and maintaining effective and appropriate working relationships.Using initiative and independent judgment within established procedural guidelines.Communicating effectively in a variety of public settings.Preparing clear, concise, and comprehensive correspondence, reports, studies, and other written materials.Preparing illustrative graphic marketing materials to promote the best interests of the community.Working in a collaborative team environment.Consistently demonstrating excellent customer service skills with the stakeholders, elected officials, City employees, and the public.Professional accountability in meeting deadlines and quality of work.Education and Experience: Possession of a Bachelor’s Degree from an accredited college or university with major course work in public or business administration, planning, economic development, finance, or a closely related field; and three (3) years of related professional experience in economic development, marketing, research, business development, commercial real estate/development, urban planning, community development or re-development; or an equivalent combination of education, training and experience.

Licenses, Certifications, and Equipment: A valid state driver’s license is required.

Desirable Qualifications: Designation as a Certified Economic Developer (CEcD) or possession of an Economic Development Financial Professional (EDFP) or other certification that may be relevant to the position.

Physical Requirements and Work Environment: The employee works under typical office conditions, and the noise level is usually quiet. While performing the duties of this job, the employee is regularly required to sit, talk, or hear, both in person and by telephone, use hands to finger, handle and feel computers and standard business equipment, and reach with hands and arms. The employee is frequently required to stand and walk, and may perform work in an outdoor setting. Specific vision abilities required by this job include close vision and the ability to adjust focus. Participation in afterhours celebrations, tradeshows, and community outreach and other events is required; and these events take place outside of a typical office environment.
