Responsibilities:

Provide expertise in Navy Instructional System Design (ISD) methodology, tests and measurement and curriculum development.

Develop courseware format guidelines, review, and maintain task lists and objective hierarchies, and write courseware materials that meet Naval Education and Training Center (NETC) requirements.

Develop curriculum using the NAVEDTRA series of manuals and the Content Planning Module (CPM)/Authoring Instructional Material (AIM) Tool. The following documents are typical training management support deliverables that the contractor shall have knowledge and experience in developing/writing:

Training Project Plan (TPP), Course Training Task List (CTTL)

Training Course Control Document (TCCD)

Course Master Schedule (CMS)

Course of Instruction (COI)

Learning Objectives (LO) list

Lesson Plan (LP)

Trainee Guide (TG)

Course Slides, Handouts, Job Sheets

Conduct T3 event(s), which will include Instructor-Led Training (ILT), development and delivery of course curriculum as outlined, redline and revision of the T3 curriculum based on feedback provided by the instructor students, and delivery of revised curriculum based on instructor/student feedback.

Conduct a FEA including facilitating and conducting a Training Requirements Review (TRR) or Job, Duty, Task Analysis (JDTA) as required by the CIWT.

Conduct JDTA workshops as required by CIWT and provide JDTA updates to the government.

Conduct as part of the FEA a Training Situation Analysis and provide a Training Situation Analysis Report (TSAR).

Conduct training requirements analysis and develop and deliver a Training Migration Plan including a FEA and BCA for the migration of current TACNET formal schoolhouse training to Training Virtual Environment (TVE) using the Navy Cloud Environment.

Prepare, deliver, and update/maintain as required project Integrated Master Schedules (IMS) and POAMs.

Reviews and report to the government on an annual basis the currency and relevance of the formal schoolhouse curriculum. Revise curriculum and provide new training documentation for those topics that require updating or changes.

Develop and maintain a current Differences and Post Installation Training (PIT) TG using Fleet feedback, previous lessons learned, recommendations from previous, ECRs, CCRs, and collaboration with TACNET engineering SMEs.

Provide technical reviews and edits for current and emerging CANES curricula.

Qualifications

Associate’s degree or High School Diploma or GED.

Four (4) years with degree or seven (7) years with HS/GED of experience revising or writing standardized material reports, manuals, briefs, proposals, instruction books, catalogs, and related technical and administrative publications concerned with work methods and procedures, and installation, operation, and maintenance of machinery and other equipment.

Experience in accessing manufacturers' catalogs, drawings and other data relative to operation, maintenance, and service of equipment, including blueprints, sketches, drawings, parts lists, specifications, mockups, and product samples.

Capability of writing draft speeches, articles, and public or employee relations releases, or specialize in writing material regarding work methods and procedures.

Experience in TACNET, or other Navy C4I systems System Administration and Maintenance, including writing technical documentation, procedures and guidelines for C4I systems or equipment.

Active Secret Clearance.
