New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

About the Work UnitThe Office of Communications manages external and internal communications for the Colorado Department of Transportation, providing timely, accurate information regarding the organization, its initiatives, projects and progress to its external and internal audiences.

About the PositionThe Communications Manager for Transportation Planning & Modernization position will drive CDOT external communications for new and high-profile programs that are developed by headquarters teams and implemented throughout the state, by working with the Director and Strategic Communications Lead to develop and implement an effective communications program and accompanying work plans.

Your duties and responsibilities will include, but are not limited to, the following:Closely collaborating with leaders and subject matter experts across CDOT to develop and execute communications programs for new and expanded CDOT programs;Manage all communications for programs such as Revitalizing Main Streets and the Multimodal Options Fund, CDOT’s transportation planning activities led by the Division of Transportation Development, greenhouse gas and land use initiatives, and the newly-created Environmental Justice branch in the Division of Engineering;Provide strategic planning as well as implementation of communications tools and activities;Identify and work with key leadership on strategic initiatives, providing communications consulting and direction;Serve as the primary spokesperson and interact with the media on a regular basis;Support specific communications needs across divisions, regions, and programs;Manage needs in consultation with other members of the communications office and manage consultant task orders to support the department’s needs in this area;Determine communications ideas for unique bike and pedestrian features in consultation with project engineers and other team members;Determine how best to produce worthwhile, accurate and timely special publications or videos that will satisfy intended audiences and remain within budget;Address any issues on projects that will rise to media or heavy public interest;Take part in the public response to crises, weather events, or other incidents that affect the department’s operations;Other job duties as assigned.Work Environment:Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.Travel between HQ and regions as well as to project offices and onsite locationsRequired to operate light-duty CDOT vehiclesExperience Only:Seven (7) years of relevant experience in professional leadership experience in public relations and/or public affairs which included communications planning.

OREducation and Experience:Bachelor's degree from an accredited college or university in Communications, English, Journalism, Marketing, Public Relations, or another field of study closely related to the duties of this position.ANDAt least three (3) years of professional leadership experience in public relations and/or public affairs which included communications planning.SubstitutionsAdditional work experience that provided the same kind, amount and level of knowledge acquired in the required education, may substitute on a year-for-year basis for the required Bachelor's degree but not for the specific experience.A graduate degree in one of the fields of study listed above will substitute for the required professional experience on a year-for-year basis.Conditions of EmploymentMust pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks.A current valid driver's license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.Preferred QualificationsThe exceptional applicant will possess the proven ability or accomplishment in the following:Demonstrated success with the duties listed in the Description of the Job section;Years of State service experience related to the duties of this position;Highest work/personal ethics and integrity;Depth of experience in strategic external communications, transportation safety communications, program/project communications, internal communications;Experience with strategic planning;Knowledge and comprehensive understanding of theories, principles, and best practices of public relations and communications;Strong writing, editing, and proofreading skills and experience with writing a variety of communication pieces;Polished oral communication skills;Ability to work under tight deadlines and be adaptable to changing assignments;Outstanding leadership skills;Excellent time and project management skills;Strong attention to detail;Fluency in social media, Microsoft Office Suite (Word and Excel), Google Mail, SAP, and ability to quickly learn other software systems.Flexibility/adaptability in response to changing conditions or unexpected obstacles;Ability to work effectively in independent and team situations;Passion for safety;Applicant ChecklistComplete Applications must include the following documents:
