Job Summary:The Proposal Writer is responsible for the development of Federal Government proposals. They ensure that the proposal response is compliant, compelling, and completed on schedule. The Proposal Writer works with the team to ensure that the opportunity strategies, solutions, themes, and discriminators are woven into the proposal response. Must have experience in writing and leading Federal Government requests for proposals.

Responsibilities

Prepares proposals by determining concepts, gathering and formatting information, writing drafts, and obtaining approvals.

Supports development of winning themes and strategies by identifying and clarifying opportunities and needs, studying requests for proposal (RFPs), and attending strategy meetings.

Gathers proposal information by identifying sources of information, coordinating submissions and collections, and identifying and communicating risks associated with proposals.

Writes proposal content for technical, management and staffing, and past performance sections based on knowledge and subject matter interviews.

Develops proposal by assembling information including project nature, objectives/outcomes/deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation.

Writes, revises, and edits drafts, including executive summaries, conclusions, and organization credentials.

Maintains quality results by using templates; following proposal-writing standards including readability, consistency, and tone; maintaining proposal support databases.

Obtains approval by reviewing the proposal with project managers.

Improves proposal-writing results by evaluating and re-designing processes, approach, coordination, and boilerplate.

Collaborates with subject matter experts.

Other duties as assigned.

Qualifications

At least 3 years of experience in federal government proposal writing.

Bachelor in English, Communications or related field.

Proven win rate.

Shipley Certified a plus.
