San Mateo County Health

is seeking an experienced individual for the position of

Health Benefits Analyst II-Behavioral Health . Health Benefits Analysts, under general supervision, perform a variety of tasks involved in determining eligibility and enrollment in healthcare financial assistance programs for families and individuals including screening and assisting with the application process for County, State and Federal health insurance programs; determine initial and continuing eligibility for one or more programs in accordance with established procedures; and coordinating and conducting outreach, enrollment, retention and utilization activities; and perform other related duties as assigned.

There is currently one regular vacancy in the Behavioral Health and Recovery Services (BHRS) Division located in San Mateo, but will regularly travel throughout the County to perform outreach events, health insurance enrollments, home visits, meetings, etc.Primary responsibilities include, but are not limited to:Preparation for and conducting of individualized enrollment appointments into Title II (SSDI) and/or Title XVI (SSI) via phone, video chat, or in person; requires frequent travel to various County-run facility sites, community provider sites and home visits.Conduct individualized one-on-one health insurance screening and enrollment appointments while applying the general rules of motivational interviewing in addressing common communication barriers, including enrollment into Medi-Cal (all programs), Covered California, ACE County, CareAdvantage, commercial Medicare Advantage and/or Prescription Drug Coverage plans; requires frequent travel to various BHRS clinics, community provider sites and home visits.In-person, phone or video chat assistance with Title II (SSDI) and/or Title XVI (SSI) appeals at the Reconsideration and/or Administrative Law Judge hearing level.Assist with outreach and enrollment activities performed in coordination with Correctional Health and the Sheriff's Office at the San Mateo County jails, Maguire Correctional Facility and Maple Street Correctional Center in Redwood City, as well as BHRS' Service Connect location in San Carlos, especially for follow up on pending applications that were initiated at the jails or Service Connect.Assist with health insurance outreach events, including making copies and inventory of outreach materials, transport equipment and materials weighing up to 10 lbs., set up and breakdown of outreach booth or table, dissemination of information material, and on-site referral to appropriate County agency for enrollment into benefits programs such as CalFresh, CalWorks, General Assistance, Supplemental Security Income, Medicare, for all insurance programs available in San Mateo County with focus on Medi-Cal, Medicare and Covered California.Monthly data tracking and data analysis of in-house activities related to insurance outreach and enrollments, including review of billing reports provided by BHRS M.I.S. Finance department.Ideal candidate

will possess:Experience working with clients to verify eligibility for and enrollment in Title II (SSDI) and/or Title XVI (SSI).Two years of experience conducting one-on-one interviews with clients for evaluation of eligibility for available public and private health insurance programs offered through Covered California.Experience working with a broad range of clients of diverse cultures and backgrounds, and the ability to provide culturally appropriate and proficient services.Experience using motivational interviewing techniques and addressing common communication barriers.Working knowledge and experience in the eligibility and enrollment processes for the County's General Assistance program.Experience conducting home visits, which may have involved working in environments of filthy and odorous conditions.Experience and ability to transport, lift and move items and supplies up to 10 lbs. for set-up of outreach events.Demonstrated ability to learn new procedures, processes and stay abreast of complex Federal and State regulations and apply to practices with only limited supervision.Ability to work independently with minimal supervision using initiative and sound independent judgment.Ability to research and analyze data to identify trends.Excellent written and verbal communication skills.Ability to establish and maintain effective working relationships with those contacted in the course of work.NOTE:

Health Benefits Analyst II:

One year of experience performing assessment, placement and/or healthcare financial assistance eligibility work within the last five years.

Open & Promotional. Anyone may apply . Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.
