Overview

The Graphic Designer is responsible for executing illustrative assignments in which most of the policy and factual materials have been previously determined. With wide latitude for originality and creativity, produce complete two-dimensional training aids, investigative aids, trial charts, budgets charts, Congressional Committee charts, forms, publications, etc. As directed, contact officials and supervisors to gather necessary information to develop designs, renderings, and layouts. Determine designs, type selections, formats, proportional layouts, color treatments, reproduction methods, etc., and as required recommend same to requestor. Use media such as pen and ink, tempera, airbrush, and computer graphics programs; and techniques such as line illustrations, lettering, typesetting layout, etc., to prepare drawings and illustrations which present factual information.

DUTIES AND RESPONSIBILITIES:

Perform layout of graphic design, consisting of photographic, text and abstract illustration as well as computer graphics.Create, plan, design and prepare graphic representations to include video special effects, animated computer graphics, and photography for a variety of branding and production elements.Draft and produce graphics for broadcast and for print media.As required by each assignment, may coordinate work with teammates assigned to the same project.Participate with higher level employees in producing more difficult portions of trial charts.Study and interpret notes, photographs, sketches, etc., of a complex nature in order to develop trial charts.Work out details of final illustrations after idea, medium, and color treatment has been determined.Assist in training new employees on developing graphic designs and/or design element.As directed, meet with outside vendors to obtain information and samples of new equipment and technologies relative to the Unit's operations.Recommend to supervisor purchase of graphic equipment and products.Keep records of time and materials expended on various work projects.Performs related duties.PROFESSIONAL QUALIFICATION AND SKILLS:

Must be a US citizen with a valid US passport and possess or obtain/maintain a minimum a SECRET clearance.Knowledge of high-tech graphic design for both print and video imagery.Experience in preparing detailed graphic presentations of objects, facts, or ideas requiring the use a variety of art media and good artistic ability.BA/BS and 3-5 (three to five) years of experience directly related to the occupation.Demonstrated ability to apply principles and practices to conceive, plan and execute any of a variety of kinds of difficult and complex work assignments.Demonstrated knowledge of the capabilities of various art media and reproduction processes to determine which themes and subjects should be illustrated to fulfill the purpose of the illustration.Demonstrated ability to utilize an extensive variety of computer art media, state-of-the-art computer systems and software.Demonstrated use of computer programs includes familiarity with some or all the following skills: blending / application of colors; brush selections from a computer palette; 3-dimensional sculpting.Demonstrated knowledge of the methods and procedures of television operations and techniques for insuring compatibility of the finished graphic design with desired reproduction process.Demonstrated knowledge of methods and procedures of preparing graphic products for print media.Demonstrated knowledge of program sufficient to develop original designs, concepts of visual styles, for promotional campaigns and television spots that present to a diverse audience the ideas or image desired by leadership, and that evoke intended responses from the viewers (excitement, concern, pride, etc.).Demonstrated qualifications in such processes as operation of computer graphic equipment including computer retouching software, typography, aided design for drafting and lettering.

CLEARANCE REQUIREMENT:

Position will be subject to a U.S. Government Security Investigation. Incumbent must possess or obtain/maintain minimum a SECRET clearance.

ADDITIONAL QUALIFYING FACTORS:

As a condition of employment, must pass a pre-employment drug screening, as well as have acceptable reference and background check results.
