Cadmus Technical Director, Project Operations - Honolulu, Hawaii

Cadmus is actively seeking a Technical Director, Project Operations to support the USAID Asia Futures activity. Serving as the USAID Asia Bureau’s accelerator and knowledge hub, Asia Futures provides thought leadership, subject matter expertise, analytical support, and local relationships to address interrelated issues of economic growth, democratic governance, and resilience.

Responsibilities

1. Provide overall operational leadership and oversight for The Asia Futures program, including serving as a primary point of contact on operational and project management issues as directed by the Chief of Party or the Deputy Chief of Party.
2. Oversee day-to-day operations of Asia Futures, including procurement, grants, recruitment, administration, logistics, and other relevant areas.
3. Oversee financial tracking, including ensuring that resources are allocated appropriately and compliance with USAID requirements.
4. Support full-cycle recruitment processes for staff and oversee short-term technical assignment staffing and recruitment across a wide range of issues.
5. Contribute to the work planning process, reporting, and other deliverables, including participating in strategic planning discussions.
6. Develop and oversee streamlined, efficient mechanisms to support multiple buy-in programs across the region.
7. Develop and maintain comprehensive financial management tools and provide timely and accurate financial reporting to USAID.
8. Lead bimonthly project performance reviews in coordination with the Chief of Party and other Cadmus leadership.
9. Contribute to the planning, implementation, and monitoring of all project activities to ensure compliance with project goals and USAID requirements.
10. Ensure compliance with Cadmus and USAID policies, practices, procedures, and local laws.

Qualifications

1. Master’s degree in economics, international development, international affairs, policy or other relevant field with 10 years of experience or bachelor’s degree with 12 years of experience.
2. At least 7 years of experience in USAID program management and operational settings.
3. Excellent communication, interpersonal, and relationship-building skills.
4. Strong knowledge of USAID regulations and financial management practices.
5. Demonstrated ability to work in complex environments and manage diverse teams.
6. Experience working in and with developing country environments.
7. Experience overseeing USAID buy-in mechanisms preferred.
8. Excellent written and spoken English.

Additional Information:

Candidates must be eligible to work in the United States as a U.S Permanent Resident or U.S. Citizen. The minimum starting salary for this position is $143,000. The actual salary may be higher and will be determined by several factors.
