Position Summary:

As a critical member of the DPSCD's Technology Infrastructure Team, the Telecommunications Specialist is responsible for the implementation and support of the district's unified communications systems. This includes the ability to gain an understanding of the organization's technology needs and to help design and develop a tailored communication network that delivers the highest possible value and services for all stakeholders. The Telecommunication Specialist leads the assessment, development and implementation of technical plans and strategies to ensure optimal health and security of the District unified communication systems at all times. This team member is also charged with identifying opportunities for improvement, expansion and innovation. The ideal candidate will have strong technical expertise, excellent troubleshooting abilities, and a service-oriented mindset to ensure seamless communication across the district.

Minimum Qualifications:BS degree in Telecommunications, Information Technology or related field, or equivalent work experience.

Industry certifications such as Certified Telecommunications Network Specialist (CTNS), Certified IP Telecom Network Specialist (CIPTS), Cisco Certified Network Associate (CCNA) Collaboration, Cisco Certified Specialist, CompTIA Network+, Cisco Certified Specialist or equivalent, preferred.

A minimum of three (3) years of experience in telecommunications, VoIP systems, and unified communications (e.g. Cisco, Microsoft Teams, Avaya) within a large, complex business environment.

Proficiency in telephony systems and VoIP technologies, including call routing, SIP trunking, and PBX systems.

Strong knowledge of network infrastructure (LAN, WAN, wireless) and troubleshooting connectivity issues related to voice and video communications.

Demonstrated experience in system implementation and project management in large-scale environments.

Excellent troubleshooting and problem-solving skills, with the ability to resolve complex technical issues promptly.

Strong customer service orientation with the ability to explain technical information to non-technical users.

Experience working with vendors and understanding telecommunications contracts.

Strong written and verbal communication skills, with the ability to create clear technical documentation.

Self-motivated with the ability to work in a fast-moving environment.

Ability to perform physical tasks such as lifting and moving up to 50 pounds without assistance.

Must own reliable transportation to travel to District locations as necessary during the workday.

Essential Functions:Responds to service requests through the help desk, adhering to best practices for notation, troubleshooting, and timely resolution to support district staff effectively.

Manages the programming of unified communication systems, including moves, adds, changes, and deletions to ensure seamless operations.

Configures system features to meet the specific communication needs of district staff effectively.

Establishes interfaces and integrations for communication systems, adhering to industry standards and best practices.

Plans network installations by reviewing technical specifications and developing detailed installation schematics.

Ensures service functionality by testing communication equipment and monitoring system alarms.

Coordinates services and projects with telecommunications providers to maintain and improve system performance.

Identifies and resolves technical issues with communication systems, collaborating with advanced engineers when necessary.

Works with vendors and the networking team to migrate legacy PBX systems to the district's hosted VoIP platform.

Prepares, implements, and maintains district-wide enhanced 911 (e911) requirements for emergency communications.

Develops and maintains comprehensive documentation, including network diagrams, standardized configurations, and program settings.

Maintains network performance by troubleshooting and resolving outages and conducting regular system maintenance.

Tests and ensures proper execution of network backup procedures for data and communication continuity.

Builds strong customer relationships by addressing concerns, answering questions, and providing timely support.

Stays up to date on industry trends by participating in educational opportunities and reading relevant technical publications.

Contributes to the district's success by delivering high-quality service and identifying areas for process improvements.

Performs other duties as assigned by the supervisor.
