SALARY: $4,477.74 - $4,942.59 / BIWEEKLY

$116,421.24 - $128,507.34 / ANNUALLY

DEFINITION

Under the direction of the Chief of Police, this civilian classification manages records and the communication/dispatch functions of the Police Department; supervises the activities of Police Services Aides; performs other related work as required.


ESSENTIAL FUNCTIONS

  • Supervises, trains, evaluates, and coordinates the work of Police Service Aides; and;
  • Provides administrative and technical support to police personnel; and
  • Oversees all official records & serves as the custodian of records for processing and maintaining communications within the Police Department; and
  • Manages the communication/dispatch services, include prioritizing and assigning work, monitoring phone and radio traffic to ensure procedural compliance; and
  • Perform a full range of emergency communications activities, conduct quality assurance and coaching sessions at regular intervals, and
  • Maintains compliance with all rules associated with the California Law Enforcement Telecommunications Systems (CLETS) and and other police related systems; and
  • Maintains State certification to conduct annual and initial CLETS trainings; and
  • Serves as liaison for the Department of Justice (DOJ) for annual audits and for the department with other divisions, departments and outside agencies; and
  • Compiles and prepare reports; and
  • Interacts with various law enforcement agencies; and
  • Ensuring compliance with systems’ legal requirements; and
  • Process public records requests, researches and makes recommendations for updating equipment; and
  • Researches and analyzes data & compiles and prepares statistical reports; and
  • Provides technical support and interprets policies and procedures and regulations to police staff; and
  • Researching, complying and summarizes a variety of informational/material; and
  • Represents the department in dealing with contractors, vendors and communication service providers; and
  • Performs other related work as required.



MARGINAL FUNCTIONS

Performs special project and other related duties as required.


MINIMUM QUALIFICATIONS

A bachelor's degree in criminal justice, communications or a related field, and three (3) years’ experience as a police or emergency service dispatcher; with at least one (1) year of supervisory and/or lead experience. Possession of POST- Dispatcher Certification a plus.

Bilingual skills in ADL, Mandarin, Cantonese, Vietnamese and/Spanish are a plus.

Equivalent combinations of education, training and experience will be considered.

AND

Must possess a valid California Class C driver’s license and have and maintain an insurable driving record. Must be able to pass a detailed background investigation prior to appointment. No Felony Convictions. Must be willing to work various shifts, weekends and holidays when required.



KNOWLEDGE AND ABILITIES

KNOWLEDGE OF: methods and principles of effective supervision; principles, practices methods and techniques related to the operations & procedures of a Public Safety communications center; California Law Enforcement Telecommunications Systems (CLETS), the National Crime Information Center (NCIC), Computer Aided Dispatch (CAD) and other police related systems; computer user applications to input update and retrieve computerized information; Peace Officer Standards and Training (POST) requirements and Public Records Act; policies, procedures and regulations governing law enforcement operations and activities.

ABILITY TO: supervise, train, evaluate and coordinate the work of staff; handle multiple tasks and prioritize work; ensure the accurate maintenance, confidentiality, and control of records; analyze problems, evaluate alternatives, and make sound and viable recommendations; address and resolve citizen complaints; ; prepare concise reports on communication activities; work independently with a minimum amount of supervision; research and analyze records; effectively represent the Authority at meetings and in court; utilize desk-top computers; operate police radio, and other law enforcement automated systems/equipment; operate and trouble-shoot radio, CAD and other dispatch and office equipment; interpret and implement policies, procedures, and work standards; communicate effectively, both orally and in writing, and establish and maintain effective working relationships with those contacted in the course of work.

The names of the highest-ranking candidates will be placed on the List of Qualifiers, and the final selection will be made from this List. College degrees or units required for the position will be verified prior to final appointment. If this information cannot be verified for a candidate, the candidate's name will not be placed on the List of Qualifiers. All appointments are subject to the approval of the Executive Director.

All prospective employees must pass a physical examination and drug screening by an Authority-designated physician. A pre-employment criminal history background check will also be conducted for all positions. For positions requiring use of an Authority vehicle, candidates' driving records will be checked prior to appointment. To be eligible for appointment, each candidate must possess a valid California Class C driver's license and a driving record acceptable to the Authority's insurer. All prospective employees must also provide proof of American citizenship, or legal resident status and the legal right to work in the United States.

Prior to becoming permanent, new employees must successfully pass a probationary period.

SICK LEAVE is accrued at the rate of one day per month.

VACATION LEAVE for new employees is accrued at the rate of 10 days each year. There are also fifteen (15) paid holidays each year.

RETIREMENT - The Authority is a member of the Public Employees' Retirement System (PERS). The Authority also participates in Social Security.

Management, supervisory, professional and confidential employees are also entitled to a management benefit package allowance and five days of administrative leave per year.
