Salary: $20.00/Hourly – $23.00/Hourly

DEFINITION
Under close supervision from the Jobs Plus Program Manager, assists with recruiting Public Housing residents at Lockwood Gardens to enroll in the East Oakland Works Program. Meets with residents in individual and group meetings and communicates program information. Counsels program participants on participant performance. Assist in conducting surveys, events, activities, meetings, and assessments. Serves as a liaison between the Jobs Plus grant program and Lockwood Gardens Community. Assists with data entry and prepares and submits reports and other documents as directed.

Possess leadership skills and a self-motivated personality with a strong goal to succeed. Team-oriented and able to work independently and have excellent listening skills. Engage community volunteers, residents, and stakeholders in the East Oakland Works program.
ABILITY TO: Maintain confidentiality, serve as a role model to peers, maintain a positive attitude, establish, and maintain positive relationships with residents at Lockwood Gardens and with outside agencies. Ability to read and write notes, create reports, and present information through various formats and presentations; communicate effectively, both orally and in writing; Must be computer literate and able to use an electronic tablet and cellular phone. Ability to conduct outreach by walking door-to-door within the Lockwood Gardens Development and by calling, texting, and emailing residents. Ability to empathize with residents and motivate residents towards achieving their desired goals. Must be willing to work nights and weekends.
ESSENTIAL FUNCTIONS
Recruits Lockwood Garden Public Housing residents to participate in the East Oakland Works Jobs Plus Initiative program: receives training in program recruiting; markets program to residents, using fliers, brochures, one-on-one meetings, and group meetings; identifies prospects; and assists residents in registering for the program.
Organize and facilitates meetings with residents individually or in a group setting, conduct program outreach, engage with the Lockwood Gardens Public Housing community via door-to-door, telephone, and email contact; or face-to-face, recruit participants for programs, conduct need assessments, prepare written and electronic reports, conduct home visits, refer residents to internal and external resources, and serve as a liaison between residents and service providers.
Coordinates and schedules resident programs, activities, and events, including helping residents with completing forms, and recruiting volunteers for assistance as needed. Provide follow-up with program members, survey individuals; Maintain resident records, assist in accessing resources, prepares and present information to residents and staff, and perform other related work as required.
MINIMUM QUALIFICATIONS
- Must be a Public Housing resident over 18 years of age on the lease at Lockwood Gardens.
- Must be in good standing
- Must have a High School Diploma/ GED OR be willing to obtain a High School Diploma or GED while employed.

The names of the highest-ranking candidates will be placed on the List of Qualifiers, and the final selection will be made from this List. College degrees or units required for the position will be verified prior to final appointment. If this information cannot be verified for a candidate, the candidate's name will not be placed on the List of Qualifiers. All appointments are subject to the approval of the Executive Director.
All prospective employees must pass a physical examination and drug screening by an Authority-designated physician. A pre-employment criminal history background check will also be conducted for all positions. For positions requiring use of an Authority vehicle, candidates' driving records will be checked prior to appointment. To be eligible for appointment, each candidate must possess a valid California Class C driver's license and a driving record acceptable to the Authority's insurer. All prospective employees must also provide proof of American citizenship, or legal resident status and the legal right to work in the United States.
