TYLin is seeking a Design Compliance Manager with significant experience delivering major Rail & Transit projects. Experience in alternative delivery methods such as design-build & P3s is a plus. The successful candidate should have a technical background in design of one of the common major elements of these types of projects, such as civil rail, transit, or structures. Key skill sets include relationship management with New York Transportation agencies, specifically MTA and with construction contractor clients and compliance with commercial and legal terms of design sub-contracts. Key measures of success include completing projects timely at or above profitability targets and avoidance of claims and legal issues.



Responsibilities:
  • Lead the Design Compliance Team including identifying staffing requirements for design compliance effort in a program, task assignments to staff, establish deadlines for design compliance deliverables and management of budgets and schedules.
  • Responsible for assigned project delivery and quality of deliverables.
  • Lead the interface of the Design Compliance Team with other groups within a Construction Program such as Project Controls and Construction Compliance.
  • Lead coordination with the Designer of Record.
  • Issue final recommendation to clients regarding alternate design proposals.
  • Coordinate the overall design development efforts with a multi-disciplinary team including subconsultants.
  • Help manage project staff including sub consultants.
  • Manage and foster client/contractor relationships.
  • Ensure project deliverables are timely, within budget, and follow corporate policies including QA/QC procedures.
  • Participate in meetings with owners, contractors and other teaming partners.
  • Develop project communication plans and facilitate effective communications, coordination and collaboration.
  • Support projects in other locations within the firm as needed.


Qualifications:
  • Bachelor's degree in Engineering or Architecture required.
  • State of New York P.E. license required.
  • DBIA and/or PMP Certifications are a plus.
  • At least 15+ years project management experience in rail design and construction engineering.
  • Strong leadership, management, and supervision skills, with a strong commitment to team collaboration, morale, and camaraderie.
  • Successful track record and extensive experience in project management of design services for multidisciplinary projects.
  • Demonstrated knowledge of resource-loaded CPM scheduling, earned value analysis, risk management as well as commercial design contract legal terms and conditions.
  • Demonstrated oral and written communication skills, and problem solving and analytical skills.
  • Client focused, always striving to give clients the best solutions.
  • Strong commitment to innovation by creating new and better ways to solve clients toughest challenges.
  • High levels of integrity, always doing the right thing in an ethical, fair, and sustainable way.

As part of that commitment, we have provided the base compensation range of $139,700 - $209,500 annually for this position and local market.
