The City of Oxnard is seeking a Human Resources Operations Manager to manage and oversee the Department's Operations Division. The ideal candidate will be a detail-oriented and results-driven professional with extensive experience in personnel actions, human resources information system (HRIS)/payroll systems, benefits, and department administration. The successful candidate will have a proven ability to manage day-to-day functions and ensure that the City's practices meet regulatory standards and align with the department's mission. This individual will have the ability to foster strong, positive relationships with stakeholders and employees, and will have a collaborative approach to resolving complex issues. This individual will have a commitment to integrity, ethics, and confidentiality in handling sensitive personnel and financial information, as well as the ability to work independently in a fast-paced environment. This position will direct, manage, and oversee the activities, staff, and operations of the following areas: Employee Benefits:Administers City benefit plansImplements and administers benefits plans Analyzes and make recommendations related to benefit programs and policies Act as liaison with benefit carriers to address claims or issuesOversees the annual open enrollment process including the coordination and distribution of materials from carriers, creation and facilitation of presentations, arrangement of onsite representation by providers, and ensures changes are made to all benefit materials.Coordinates the annual Health and Benefit FairReconciles benefit invoices and liability accountsReviews and evaluates service delivery cost-effectiveness of benefits plans. HRIS - HCM/Payroll:Completes oversight for full cycle payroll process including tax preparation and CalPERS reportingOversees the performance and functionality of the payroll and timecard online software processes. Evaluates, plans, identifies, and conducts system testing during system upgrade periods to ensure successful upgrade implementation in the production environment, ensuring accuracy with calculation codes, processes, policies, and regulatory compliance.Supports functional leads with day to day operations, maintenance, and functionality of Tyler Munis HCM, Neogov, and benefit administration software programs, including security setup and update management.Provides administrative access to system and provides training regarding the use of reports, tools and data; oversees the design and development of digital and print media for department usage; provides assistance to the Technology Services department and acts as human resources subject-matter expert in the review and selection of new technology for use in the department.Monitors and troubleshoots system issues, working with ISD or external vendors to resolve technical problems.Manages development and improvement of Personnel Action system; reporting and workflow developmentEnsures timely entry, approval and processing for Personnel ActionsDepartment Administration:Oversees employee orientation and enrollmentPrepares and presents staff reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions, committees, and boardsMakes recommendations for improvements; and ensures maximum effective service provisionAssists in the preparation and administration of the department budget; establishes and maintains departmental budgetary controls; develops reports and evaluates programs for operational effectivenessAttends and participates in professional group meetings; stays abreast of new trends and innovations in the field of human resources administration and the CalPERS medical and retirement programs.DISTINGUISHING CHARACTERISTICS:This classification is distinguished from the Administrative Services Administrator/Supervisor in that it serves as a second-level supervisor over multiple units and/or functions providing oversight of daily operations and directing workflow.SUPERVISION EXERCISED / SUPERVISION RECEIVED:Incumbents oversee the conduct of performance evaluations, training, and hiring, discipline and termination procedures as well as directly supervise management, professional, paraprofessional and support staff, as assigned. Receives general direction and exercises direct and indirect supervision over assigned staff.WORK SCHEDULE: The normal work week is Monday through Thursday 8:00 am to 6:00 pm and alternating Fridays 8:00 am to 5:00 pm. This position may be required to be available to work additional hours as needed to respond to workload needs. This position is considered exempt and is not eligible for overtime pay. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security. Vacation/Annual Accrual Rates:Leave accrual rates vary between 6.24 - 11.78 hours per pay period based on years of service.Administrative Leave: Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.Deferred Compensation:The City contributes 1% to a deferred compensation program.Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.Health and Dental:Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two. Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,863.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.Holidays:The City observes 12 holidays per yearLife Insurance:City employees receive Basic Life Coverage ($5,000) + AD&D ($10,000) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.Tuition Reimbursement:Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year.
