The Federal Research Division (FRD) is the fee-for-service, full cost-recovery research, translation, and analysis service of the Library of Congress. FRD administers the Federal Research Program, which provides research reports, translations, and analytical studies for entities of the Federal Government and the District of Columbia.
The primary purpose of this position is to assist the Division Chief by organizing and analyzing a wide array of project financial data and providing expert financial advice to facilitate decision-making. The incumbent provides support for planning, monitoring, and evaluating income and expenditures to increase operational efficiencies.
Responsibilities
- Develop and implement appropriate fiscal controls to maintain effective financial management standards for fiscal operations, including performing a variety of tasks with complex accounting functions relevant to FRD transactions.
- Provide technical advice and training to FRD management, researching and proposing solutions for complex accounting and financial issues.
- Track budget execution by managing current fiscal year program expenditures to ensure consistency with revenue and budget plans, and lead future budget preparations and forecast division financial requirements.
- Develop, monitor, and coordinate implementation of financial and management reports of FRD operations.
- Develop analytical and trend data on all FRD programs and prepare management reports on financial results, establishing and enhancing instructions, explanations, and procedures.
- Use internal, Excel-based tools; Momentum; and LBFMS, and perform research and participate in the evaluation of additional or alternative automated systems designed to improve controls and workflow.
