The Position

This recruitment is a promotional recruitment open to

current Regular City employees AND Temporary employees.

The promotional eligibility list established from this recruitment is valid for up to one year from the date established unless the list is extended or abolished by the Human Resources Director.

Under general supervision, the Program Analyst I, or under direction, the Program Analyst II plans, coordinates, develops, implements, and administers one or more programs in support of City services, initiatives, and/or operational activities; ensures program compliance with applicable laws, regulations, and City policies; conducts research and analyzes data; prepares reports, grants, correspondence, and a variety of other materials; and performs public outreach for assigned programs.

(May include, but are not limited to, those duties listed below. (These duties are representative of what is expected from the Program Analyst I/II series. Some duties are performed at both levels of the series, with the more complex tasks performed by the Program Analyst II.)

Plans, coordinates, develops, implements, and administers one or more programs in support of City services, initiatives, and/or operational activities; develops, recommends, and implements program activities and procedures in compliance with applicable laws, regulations, policies, and other requirements. Recommends and participates in the development of program goals, objectives, projects, policies, and procedures; assists in the development or revision of policies, ordinances, and codes relating to assigned duties. Designs, recommends, and implements program evaluation processes; identifies quality control (QC) and quality assessment (QA) opportunities; develops QC/QA surveys and other tools; gathers and analyzes data; researches best practices for program development and implementation in other jurisdictions; identifies opportunities to maximize program effectiveness and efficiency, improve service levels, reduce costs, and ensure effective utilization of available resources. Participates in the development and administration of program budgets and cost projections; recommends program expenditures; coordinates procurement processes for program goods and/or services, including the drafting of requests for proposals, quotes, and bids; drafts contracts and related documents; may coordinate site fiscal audits. Researches grants and other funding opportunities and prepares applications, as assigned; coordinates with federal, state, and/or regional networks to provide required reporting and documentation, and to meet other expectations. Coordinates and participates in program and/or service eligibility activities; develops, recommends, and implements procedures to determine whether program participants meet established eligibility criteria, such as those required by external funding sources or internal City policies; may coordinate and/or ensure the receipt and appropriate accounting of participant payments, if applicable. Utilizes a wide variety of resources, including electronic and hard copy documents, to collect and process data and information; conducts feasibility studies, needs assessments, and cost/benefit analyses; prepares, organizes, and maintains comprehensive databases, records, and technical reports, correspondence, and other materials; compiles statistics; organizes and analyzes data. Creates and distributes program outreach and informational materials; provides assistance and education to businesses, community partners, and other stakeholders while serving as a community resource and subject matter expert regarding areas of assignment. Gives presentations to groups and individuals, including community agencies, businesses, and/or the public; may solicit program donations or contributions. Responds to inquiries, requests, and complaints from program participants and/or customers; researches issues and recommends/coordinates solutions; conducts follow up activities to facilitate maximum participant/customer satisfaction. Acts as liaison with government officials, businesses, private landowners, the public and other City staff; works closely with various agencies, groups, and individuals to coordinate plans for proposed projects and respond to their concerns; may lead or coordinate work teams necessary for accomplishing tasks; may coordinate the work of volunteers and interns. May coordinate program certification or re-certification activities. May collaborate with vendors, information technology staff, and various technology stakeholders to identify opportunities for improving program business processes; may serve as a technical expert on program-related business process modifications and integrations and with other business systems. May participate in staff selection and training; may provide work direction to subordinate technical or clerical administrative employees. May manage projects and direct the work of assigned project staff; may prepare project schedules and budgets. Performs other related duties that may be reasonably expected as part of this classification. WORKING CONDITIONS

Position requires standing, walking, reaching, twisting, turning, kneeling, bending, squatting stooping and prolonged sitting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires far and near vision when reading and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

MINIMUM QUALIFICATIONS

The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:

Education and Experience:

Program Analyst I:

Bachelor's degree from an accredited college or university in public administration, business administration, computer science, or a related field; and OR

High School diploma or tested equivalent and, Three (3) years performing technical administrative work in support of an administrative or government program such as computer-based research, general recordkeeping, or direct support and interaction with program participants/customers. Program Analyst II:

Bachelor's degree from an accredited college or university in public administration, business administration, social science, computer science, or a related field; and Two (2) years of professional program planning, coordination, development, implementation, and administration experience comparable to a Program Analyst I in the City of Santa Cruz. OR

High school diploma or tested equivalent and, Four (4) years of professional program planning, coordination, development, implementation, and administration experience comparable to a Program Analyst I in the City of Santa Cruz. Knowledge:

Program Analyst I:

Basic methods of researching, analyzing, and presenting data, including the use of computerized database management and analysis systems and tools. Mathematics, including addition/subtraction, multiplication/division, percentages, and fractions. Basic statistics. Effective customer service standards and techniques. Methods and techniques for record keeping and report preparation. Modern office practices, procedures, and equipment, including the use of a personal computer and applications for email, word processing, spreadsheets, and databases. Program Analyst II: (Includes all knowledge requirements of the Program Analyst I in addition to the following:

Laws, regulations, best practices, and requirements applicable to areas of assignment. Varied methods of researching, analyzing, and presenting data, including the use of computerized database management and analysis systems and tools. Principles and methods of program-related quality control and assessment. Principles of public administration such as budget development, personnel administration, and procurement. Principles and methods of program and project management, including planning, implementation, and evaluation. Methods of developing and conducting needs assessments and surveys. Program funding development and solicitation. Grant writing and administration. Program outreach methods and materials. Skills:

Excellent interpersonal and communication skills to work with and across assigned teams. Abilities:

Read, interpret, understand, and explain regulations, policies, procedures, and work methods applicable to areas of assignment. Conduct thorough research and solve business problems using analytical techniques. Oversee, plan, organize, conduct, coordinate, and implement projects and programs. Learn the more complex principles, practices, techniques, and regulations pertaining to assigned duties. Read, interpret, and record data accurately; perform detailed data analysis proficiently. Write and prepare effective technical and administrative reports. Adjust standard operating procedures to improve effectiveness and comply with regulatory changes as appropriate. SALARY

The current salary range for this position is posted on the City website. Appointment may be made commensurate with experience. See the on the City website for further details on pay rates and practices.

APPOINTMENT

-

Any candidate selected by the appointing department may be required to pass a pre-employment medical exam administered by a City-selected physician before hire to non-sedentary positions. Prior to starting work, all newly hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment. Candidates must present documentation verifying authorization to work in the United States and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to a six-month probationary period which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.

LEAVE

Vacation - 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.

Sick - 12 days/year

Holidays - up to 11 days/year Floating Holidays - 24 hours per year - prorated for part-time

INSURANCE

Medical - Depends on plan selected; City generally pays at least 90% of the cost of coverage. Participating members make an additional $35 contribution per pay period towards health care benefits.

Dental, Vision, Employee Assistance Program - City currently pays full cost of employee and family coverage. Pro-rated for part-time.

Life - City provides a $25,000 life insurance policy.

Long Term Disability - City provides a long term disability plan.

MANAGEMENT LEAVE/OPTIONAL BENEFIT PLAN

80 hours of additional vacation per year. A $1,300 (less than 10 yrs) or $1,500 (greater than 10 yrs) annual contribution may be used to purchase additional vacation, be place in deferred compensation account or be paid in cash (cashout limited to 20 hours).

RETIREMENT

All regular employees become members of PERS. Public Employees' Retirement System (PERS) 2% @ 62 (3 year average). Prior PERS membership may affect retirement formula. Employees contribute 11.25% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
