Job Summary:
We are seeking an experienced Proposal Writer and Coordinator with an understanding of federal contracting and the proposal development process. This role will develop, shape, and organize content supporting proposal generation, strategic partner coordination, and responses to sources sought in compliance with FAR/DFARS requirements and corresponding solicitation. The candidate will collaborate with cross-functional teams to produce and/or refine and improve compelling proposals that are easy to read and simplify the evaluation process. The ideal candidate will have proven experience in federal IT services, data analytics, software development lifecycle, and Agile methodology. The ideal candidate will use tools to improve the publishing and formatting of responses to drive successful proposals.

As our Proposal Writer/Coordinator, you will be an essential part of a collaborative team. You will be instrumental in executing corporate strategies and generating impactful content. You will work closely with:
Technical Subject Matter Experts (SMEs): A group of seasoned experts in IT services, data analytics, software development, and Agile methodology. They provide the technical depth and insights needed to build accurate, compliant, and compelling proposal responses.
Business Development Professionals: A dynamic team focused on identifying opportunities, building client relationships, and aligning proposal efforts with strategic business goals. They will work alongside you to ensure a cohesive and targeted approach to each proposal.
Senior Leadership: Engaged and invested in your success, our senior leaders bring decades of federal contracting experience and guidance to help you craft competitive strategies. Their insights into industry trends, client priorities, and high-level decision-making will be available to ensure you have the support and resources you need.
This integrated team approach ensures you have the expertise, resources, and strategic alignment to develop high-quality, successful content in a collaborative, mission-driven environment.
Key Responsibilities: Proposal & Sources Sought response development: Lead or participate in the complete response development lifecycle for various federal solicitation types, including responses to RFIs, Sources Sought notices, RFPs, and contract vehicles (GWACs/IDIQs/BPAs). Organize
proposal teams to develop compliant, compelling, and competitive proposals for federal clients in IT services, data analytics, and software development.
Compliance Oversight: Ensure all submissions adhere to FAR/DFARS requirements and client-specific regulations.
Collaboration and Coordination: Work collaboratively with Business Development, Technical Teams, external business partners, and Senior Leadership to align proposal strategies with company objectives.
Content Development: Develop and refine content, including executive summaries, technical volumes, and management approaches, following Shipley methodology and infusing innovation (ex. Generative AI) to strengthen responses.
Resource and Timeline Management: Oversee/coordinate/direct proposal resources and timelines, ensuring milestones are met and deliverables are of high quality and accuracy.
Market and Opportunity Research: Subscribe to, listen to, and watch existing corporate vehicles to identify and coordinate resources in response to vehicle-specific task/call order responses.
Required Skills and Experience: Education: Bachelor's degree
Federal Expertise: Minimum of 5 years experience in federal proposal development and management with in-depth knowledge of IT services, data analytics, software development, and Agile methodologies within the federal marketplace.
Technical Proficiency: Skilled in using generative AI, MS Teams, SAM.gov, GovWin, and FPDS for proposal development and federal procurement.
Compliance Knowledge: Familiarity with FAR/DFARS and other federal acquisition regulations impacting proposal submissions.
Communication and Organizational Skills: Strong written and verbal communication skills with the ability to manage multiple priorities in a fast-paced environment.
Interpersonal Skills: Proven ability to work effectively with cross-functional teams and senior stakeholders, driving collaborative and productive proposal development.
Additional Qualifications: Demonstrated experience managing the full spectrum of federal solicitations, from RFIs and Sources Sought to RFPs and complex GWACs.
History of proposal wins with capture and win rates above industry average.
An understanding of the steps and processes necessary, and/or demonstrated skills in preparing highly polished final products that simplify the evaluator's job.
Meticulous attention to compliance and detail, ensuring proposals meet client and regulatory requirements.
Certificated APMP Practitioner or greater
Formal Shipley / Lohfeld proposal training
Understanding of the role of generative AI in proposal development
Experience with GovDash or similar tooling
Experience leading color team reviews
Experience using collaboration tools such as SharePoint in the development/progression of responses following color team reviews
Salary at Echelon Services is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $95,000 - $110,000 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Echelon's total compensation package for employees.
