Exercises supervisory personnel management responsibilities at least 25% of the time. Serves as the Wing Cybersecurity COMPUSEC Manager. Provides oversight, guidance, and direction to ensure the wing IAAP, TEMPEST, EMSEC, and A&A programs are thorough and effective. Serves as the Wing A&A and COMPUSEC lead. Applies Information Technology (IT) security principles, methods, and security products to protect and maintain the availability, integrity, confidentiality, and accountability of information systems. Establishes and publishes base-wide policy to manage the various aspects of the COMPUSEC program. Provides guidance in COMPUSEC policy and its implementation and in procedures used in the development and operation of the various existing and emerging COMPUSEC program's policies and directives. Serves as an ISSM for IT systems as directed Validates threats and vulnerabilities to the information systems to ensure the appropriate level of protection Provides oversight, guidance, and direction to ensure the wing COMPUSEC Assessment program, TEMPEST, and A&A programs are thorough and effective. Delivers presentations on program status to leadership, including, accomplishments, solutions, and future requirements for support

This position is the Wing/Base Information System Security Manager (ISSM) and has cybersecurity work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.3. Failure to achieve and maintain the proper IA certification may result in removal from this position.This position requires the incumbent be certified at the Information Assurance Manager (IAM) level 2 per AFI 17-1303, 3.2.13.1. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here
SPECIALIZED EXPERIENCE:Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include knowledge of IT security requirements for assessment and authorization (A&A) of information systems and networks, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a full range of IT security principles, concepts, practices, products, services, and methods for evaluating risks and vulnerabilities, as well as implementing mitigating improvement, and disseminating IT security tools and procedures.
2. Knowledge of IT security requirements for assessment and authorization (A&A) of information systems and networks, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews.
3. Knowledge of Wide Area Network and Local Area Network security requirements, techniques, tactics, and procedures for protecting computer systems from viruses, data tampering, and unauthorized system entry.
4. Knowledge of a broad range of communications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications.
5. Ability to analyze assessment and vulnerability findings and develop mitigation recommendations to alleviate IT security risks through the implementation of corrective actions.
6. Ability to communicate effectively, both orally and in writing to subordinates, supervisors, unit and wing leadership; through email, point papers, powerpoint, etc.
7. Ability to plan, organize, and direct the daily operations and staff of a small to medium sized organization, including; training, safety, and mentorship of work center staff.
8. Ability to gather data; and to interpret, identify patterns, and to develop metrics based on data and meta data.
