POSITION DUTIES
The Associate Executive Director of Administration for the West North Avenue Development Authority is the lead position, under the direct supervision of the Executive Director for guiding the agency’s fiscal and budget management, procurement and grants, human resources, information technology and facility and inventory management team members.
The position is responsible for developing, implementing and monitoring budgeting controls, fiscal management, procurement processes, HR protocols, IT infrastructure, and facility and inventory management policies and procedures, on behalf of the Executive Director, in collaboration with the subordinate managers responsible for these functions.
The position is responsible for reviewing and approving contractual payments and grant disbursements through the Maryland State Fiscal Management Information System (FMIS) and special bank account funds.
The position will directly serve as the agency’s ADA, Fair Practice and Reasonable Accommodation coordinator handling employees disability, fair employment, and reasonable accommodation requests in coordination with the Executive Director.
ESSENTIAL DUTIES
· Plans, directs and oversees all aspects of an agency’s fiscal and budget management, procurement and grants, human resources, information technology and facility and inventory management. · Establishes policies and procedures for general administration and operations and implements evaluations of their efficiency and effectiveness. · Establishes overall program goals, standards and controls to meet program objectives and oversees their achievement. · Plans, coordinates, supervises and evaluates the work of subordinate team members. · Develops, implements and manages short and long-range plans for administrative operations to support staffing and programmatic growth of the agency. · Prescribes and oversees development and training of team members to ensure employees are in compliance with ethics and financial disclosures. · Represents the agency before federal, State and local officials, legislative committees and senior managers and executives of other agencies concerning general administration and operations to demonstrate best practices, efficiencies and effectiveness that other State and City agencies can adopt. · Review, evaluate and make recommended determinations to the Executive Director on employees disability, fair employment, and reasonable accommodation request. · Performs other related duties.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university in Finance, Accounting, Public Administration, Economics or other relevant study. A Master’s degree in Business Administration with a focus on Economics, Finance or Real Estate.
Experience: 10 years of professional experience combining accounting, financial, budget, procurement, grants, HR, IT and inventory and facilities management with a government or nonprofit entity.
