The National Library Service for the Blind and Print Disabled, Business Operation Division, Equipment and Infrastructure Section is offering an opportunity for a qualified individual at the GS-11 level to serve on a full-time, 120-day temporary promotion to the GS-12 level, OR a qualified individual at the GS-12 level to serve on a full-time, 120-day detail without promotion as an Equipment Repair Officer.
The Equipment Repair Officer will work under the direct supervision of the Head of the Equipment and Infrastructure Section within the Business Operations Division.
Duties include, but are not limited to the following:
- Directs a national repair program to maintain playback devices used in the NLS network, including volunteers, regional repair facilities, etc. Analyzes data from network agencies to identify areas with device repair problems and makes recommendations on matters involving playback device production and reliability.
- Interprets NLS and quality assurance standards for network of repair agencies.
- Organizes, implements, and monitors such processes as the review of equipment functionality prior to assignment to patrons, warranty returns to the manufacturer of defective materials, and inspection of materials prior to release.
- Preparing requisitions for items which the Equipment and Infrastructure Section is responsible for ordering, and monitoring the status of orders to ensure that necessary actions are taken, staying abreast procurement and delivery actions.
- Maintaining physical inventories for DTBM parts, Electronic Braille reader parts, supplies, playback machines and accessories stored in the NLS warehouses.
- Inputting inventory counts and related data in the automated inventory control system.
- Assist with recounts, processing adjustments and reviewing inventory statistics.
- Initiate actions to discard of obsolete and unneeded items.
- Provides the technical equipment data required to assure that requisitions are filled with the exact item needed.
- Prepares statements of work, justifications for other than full and open competition, product specifications, and other technical documentation related to procurement actions.
- Fulfills agency Contract Officer Representative (COR) duties and actions involving contracts.
- Provides advisory services related to equipment design, production, operational, and maintenance requirements with regard to new or significantly modified total equipment systems, groups of commodity classes, or subsystems.
- Through conferences, meetings, reports, travel and training, provides technical information along with continuing technical advice and assistance necessary to resolve problems and support assigned categories of equipment.

- Knowledge of a wide range of electronic concepts, principles, and practices in the occupation, or those concepts and principles characterized as requiring extended specialized training and experience, and skill in applying this knowledge to difficult and complex assignments such as planning and conducting work that requires significant judgment in evaluating, selecting, and adapting precedents and modifying procedures and criteria.
- Knowledge of automated inventory control system
- Ability to communicate in writing and verbal.
- Knowledge of wide range of technical material such as manuals, bulletins, textbooks, and manufacturers' catalogs. In addition, the specialist uses guidelines such as agency regulations and policy statements whose contents are frequently quite broad and general in nature.
- Provides decisions regarding what needs to be done include the assessment of unusual circumstances, variations in approach, and incomplete or conflicting data.

Eligibility: This opportunity is open to LC permanent staff who have permission from their supervisor.
Work Schedule: The work schedule is flextime, Monday through Friday, 40 hours per week. This position will be required to work onsite two days per pay period.
