The position serves as the Head, Communications and Outreach Section in the National Library for the Blind and Print Disabled (NLS) within the Library Collections and Services Group (LCSG) at the Library of Congress (LC).


Manages the overall activities of the Communications and Outreach Section staff in the Office of the Director, NLS. Coordinates the activities of the section with all other sections, both NLS divisions, and the Office of the Director so that NLS communication tasks are carried out in a cohesive manner.

Analyzes operations and makes recommendations within the section and across NLS divisions as they pertain to directorate communications policies, both internally and externally; reviews and approves section staff assignments, responsibilities, and workflow to assure the effective functioning of the NLS program that includes communication, outreach and printing functions.

Assists in planning, coordinating, and developing the program, policies, and procedures of the NLS program, with strategic program responsibility for communications policy. As the NLS program's principal staff officer for the publications end communications programs, incumbent directs, plans, develops,implements, and evaluates both the publications end communications programs of the NLS program. Works closely with key NLS program end Library officials and with representatives of other government agencies and private organizations to accomplish the goals end objectives of the NLS program. Provides advice and assistance to NLS program staff on editorial end public information policy and practice. Represents the Office of the Director and the NLS program at public and media events nationally as a key program spokesperson. Serves as the principal communications advisor to the national network of cooperating libraries at the state, regional, and county (local) levels and coordinates these librarycommunications programs with the NLS program's national communications efforts, e.g., a major national exhibits program, mass media outreach campaigns, print media campaigns, broadcast media campaigns; public awareness surveys, etc. Coordinates and prepares for the Director, the NLS program's annual report; confidential program and policy initiatives and memoranda for high Library officials, including the Librarian; correspondence that requires broad NLS program knowledge to effectively create a professional reply; and internal documents that maintain a high professional standard for the NLS staff. Reviews work performed by Communications and Outreach Section staff. Reviews end approves all external communications initiated by all sections, divisions, and the Office of the Director. Resolves problems and conflicts encountered by NLS program staff in the preparation of written communications. Coordinates the Communications and Outreach Section management plan and travel and training plans taking into account requirements, Library guidelines, and polices; reviews, for approval, the NLS program publishing program as submitted by the assistant head. Reviews, for approval, workload and production monthly reports.
